DHARAMSHALA, April 25: A senior Nepalese leader has promised China’s President Xi Jinping that the Himalayan country will “repress” Tibetan refugees living in Nepal who are involved in free Tibet activities.

Pushpa Kamal Dahal aka Prachanda, Chairman of the Unified Communist Party of Nepal (Maoist) met the Chinese president on April 18 in Beijing during his week-long visit to China.

According to asianews.it, Prachanda told Xi that Nepal will “stop any anti-Chinese protests, even by repressing Tibetan refugees in Kathmandu who continue to ask for a free Tibet.”

“The national stability and integrity of both countries will not be compromised in the name of religious freedom and human rights.”

About 20,000 Tibetans live in Nepal and yearly hundreds of Tibetans flee China occupied Tibet into exile via Nepal.

Reiterating Nepal’s “firm adherence to the one-China policy,” Prachanda told Xi that only a prosperous Nepal will be able to effectively further the policy to help address China’s security concerns over Tibet.

The former Nepalese prime minister reportedly sought more financial and technical support from Beijing as well as more practical cooperation between the two sides on infrastructure, water conservancy projects, and tourism.

On February 13, a Tibetan monk set himself on fire near the holy stupa of Boudhanath in the heart of Nepalese capital city Kathmandu.

Druptse's body was then later declared "unclaimed" and was secretly cremated by Nepalese police at Pashupatinath cremation site despite repeated appeals and protests by exile Tibetans to hand over the body.

The global rights group, Human Rights Watch, in its annual report released in February cited that Nepal's failures on human rights included a lack of movement on measures to improve the rights of women, children, and Tibetan refugees.

HRW accused Nepal of increasing restrictions on Tibetan refugees under pressure from the Chinese government and noted that the country continued to deny Tibetans the right to openly celebrate their holidays, including the Tibetan New Year and the Dalai Lama's birthday.

I dont think Nepal is repressing the Tibetan refugees because of China. I think it is more because of the self immolation that happened at the Boudanath Stupa that happened, and also because the Tibetan refugees had a history of disregarding the Nepalese government when they opened their Tibetan reception center without even requesting for a permit from the Nepalese government. Their inability to respond to the kindness of others and also their ingratitude has drawn the ire of Nepal government so they should stop trying to blame China again. The Tibetans and CTA should really stop their pity party and anti China propaganda before they lose the respect of all the other nations as lies and pity parties can only last so long before everyone can see through

I believe that Nepal has at least two reasons to want to "repress" Tibetan refugees besides being arm-twisted by China into doing so. Yes, it does need economic aid from China. But beyond this, there was the recent incident of  a self-immolation by a Tibetan monk on Nepalese soil. If left unchecked, this incident might spill over into unrest and threaten the political stability of the country.

Why was the self-immolation committed on foreign soil and near a hot tourist and pilgrim spot, Boudanath? Such an incident happening in another country would equally raise the ire of that country.The second reason is exactly this: that Boudanath draws many pilgrims and tourists. To have  a self-immolation occur near it, will frighten away visitors. Visitors bring tourist and pilgrim 'dollars' to Nepal, which badly needs it. Nepal cannot afford to lose this source of income.

The main point here is that the CTA and the refugees have done little to appreciate and thank Nepal and its people for all their hospitality but instead are now accusing them of mistreating their people and so on. This is not a very Buddhist attitude nor it is something that an actual country or a real nation would actually do. Tibetans should really stop saying that Nepal is mistreating the Tibetans because of the Chinese. The Chinese could care less about the Tibetans outside of China which is why they still manage to get out of China. Else, there would be lots of reports of lots of Tibetans being gunned down yearly or being detained forever in detention centers. These tactics will not work and it only makes things between CTA and China worse over time.

Ethnic groups of Nepal like Gurungs and Sherpas identify strongly with the Tibetan culture and customs.  About 10% Nepalese follow Buddhism and they highly revere the Dalai Lama.  Many Nepalese are sympathetic to the Tibetan cause.

Nepal has maintained good diplomatic relations with China since 1955.  For many years, China has provided much support and aid to Nepal, in the areas of finance, technical know-how, economic cooperation, and etc.  Hence, Nepal is heavily dependent on China. We can see why Nepal succumbs to China and would want to repress the Tibetans in Nepal.

I still dont think that the the Nepalese would repress and mistreat the Tibetans because of China because if it was true they would not have allowed a Tibetan colony to mushroom in Nepal. The Nepalese are a very spiritual nation and its people are spiritual and gentle in nature. Despite Nepal allowing 20k Tibetans to stay in Nepal, the CTA continues to make  nasty allegations against Nepal and this is a very, very sad thing to happen to a so called Buddhist country.
