Mahayana Sutras, such as the Prajnaparamita Sutras, which include the Heart Sutra, were not included in the First Council's sutra recension, because they were not available in our world at that time, having only being brought to our world by Nagarjuna and others centuries later.

Whatever is only beneficial, and shows the path to liberation and full enlightenment is ”buddhavacana”, or the speech of the Buddha.

There are many Buddhas who have spoken - not just Buddha Shakyamuni, so i would think that Buddhist scriptures are not limited to that spoken by Shakyamuni but all the Buddhas.

By the way, not to be pedantic but shouldn't this topic be in the General Buddhism section rather than the Dorje Shugden section?
