Dr Lobsang Sangay, President, Central Tibetan Administration, tells Nayanima Basu that the Tibetan government-in-exile is going to urge the Chinese government to come to the negotiating table to solve the Tibetan issue. He said with increasing might and aggression of the Chinese government countries are hesitating to support the Tibetan cause. He said unless one understands what is going on in Tibet, one cannot understand China.

A report - Cultural Genocide in Tibet – brought out by The Tibet Policy Institute highlighted the areas where acts of genocide have been and are still being committed. According to Dr. Sangay, these are religion, language, the forceful removal of Tibetan nomads and China’s continuing population transfer onto the Tibetan Plateau.

The 2017 Freedom House report says that Tibet is one of the least free countries in the world. Beijing’s oppression of the Tibetan people is whitewashed by white papers.

“Policies relentlessly carried out in these four areas have robbed the Tibetans of their culture and language and have damaged their traditional way of life. The influx of Chinese migrant workers, facilitated by the new railway line and an administration in favour of the migrants, are reducing the Tibetans to an increasingly disenfranchised minority in their own land,” he says.

China is so huge, and it is not entirely by the situation in Tibet. China is so much much more than the Tibetan plateau.

If Lobsang Sangay thinks he can command the Chinese to come to the negotiation table, I think he is setting himself up for a big fall. China now and 20 years ago is quite different. Xi Jin Ping leadership is strong and mature, China is the top economy of the world.

China has made allies and friends with so many countries in the world, and also commerce. CTA has Tibetan Buddhism and lamas as a resource, but they really messed it up by creating the Dorje Shugden issue and a whole lot of other spiritual issues that split the Tibetan community. So short of a miracle i can't see how the Tibetans can redeem themselves to their own people and to the eyes of the world.

If Lobsang Sangay wishes to open negotiations with the Chinese Government on the Tibet issue, he has to soften his belligerent stance toward them.  In the first place , he has very few cards in his hand. He is unlikely to find a nation to support him against China. Most countries, if not all, are friends of China, as China wields such great economic power today.

Again to come to the  negotiating table with unsupported accusations of "cultural genocide" practiced by the Chinese Government in Tibet,is to raise the ire of the Chinese Government even before negotiations have begun. Furthermore, Lobsang Sangay is not bringing on the table a people who are united behind him. There are Rangzen people and there are people supporting Umaylam. What is more,  there is the schism created by their ban on Shugden practice ,dividing people and families into the Shugden and non- Shugden camps.

With all these ongoing contentious issues, it is difficult to see a clear way forward for negotiations to take place.

It would have been better to have initiated talks with China long ago, and not wait and wait and wait till this day, only when the world is watching, and when support for the Tibet cause is decreasing. China doesn't need to entertain Tibet at all, because of their strength, might, economic power, and global strength, and perhaps, it is too late now.

Lobsang Sangye said "with increasing might and aggression of the Chinese government countries are hesitating to support the Tibetan cause."

Only when monetary support towards CTA is diminishing, they are forced into action. What has the CTA been doing all this while?

These are the usual CTA, Lobsang Sangye games that they play.

There's Lobsang saying to the world that he wants to negotiate with China and in the same breath calls thems MURDERERS.

Silly, silly games Lobsang.

He does admit that the world is closing its doors to the CTA but thinks he still has some muscle to flex.

China does not and will not ever negotiate with either you or the CTA.

The Chinese know that you have lost and they won.

Only the CTA and Lobsang don't want to admit it.

When will you corrupt, dirty little men and woman of the CTA figure that out? :o

This should have happened long long ago. Not these days where you do not have bargaining power anymore. Leave one thinking if this is one coy to rally for more monetary support from CTA sponsors for their own corrupted pockets.

For 60 years CTA has failed to go onto the negotiation table to talk about regaining Tibet makes one wonder what have been happening since decades ago. What took you so long Lobsang Sangay? You are considering this because there are not much money incoming or is this really sincere. If the latter, why only do now? I feel it's too too late that now China do not need to come down to negotiation table with you Lobsang Sangay.

I totally agree with Dharmaspace on his comment. By creating a great rift within the various schools of Tibetan Buddhism, the CTA has weaken the very resource and and strong factor for their call to China to come to the negotiation table. And, they are still pushing the rift further apart,

So, the shadow play and diversion continues so that CTA can stay in power to milk the sponsors.

Dear Lobsang Sangay and your colleagues of CTA, please realise that to negotiate with a world power like China, it is not good to begin by "blame".  Blaming China will not produce the international abhorrence that you wish to garner against China.  As well known, China has progressed so much the last 40 years that it is the second world economy and under the leadership of a very intelligent and powerful leader. 

May I propose to you and all your fellow members of CTA to first decide within the exiled community to be harmonious and united.  Practise compassion and kindness towards your people in exile.

No more division among Tibetans who worship Dorje Shugden and those who do not.

With a group united behind you, you may even hear from the younger generations of Tibetans in exile, different and refreshing ways to negotiate with China.  Not the same old criticism of diluting Tibetan culture etc etc.

Another thing, have a common ground with China on religious freedom and then may be China may think of negotiating with CTA.

My apologies if I sound rude, but I also believe that with good leadership and consistent care for your people CTA's motivation may be broaden with new ideas.

Seriously wonder why a Harvard graduate fails to realise that it is near impossible to bring China to the negotiations when CTA persistently act in bad faith especially towards China. In addition to doing nothing to address the main stumbling block i.e. lack of trust between CTA and China, CTA has steadily sabotage CTA's chances by publicly badmouthing and blaming China at every turn.

With such statements that holds little water, it is like either he has overestimated his oratory skills and thinks that by issuing such unilateral statements China would suddenly be swayed to enthusiastically come to the negotiation table OR he is issuing such statements as lip service, basically to be seen to be doing something so that donations can still come in to enrich CTA’s pockets. As usual, both scenarios do not reflect well on him/CTA.

If CTA was serious about any negotiations with China, CTA can start by something tangible such as lifting the Shugden ban instead of issuing further weak statements. It is no secret that one of the biggest issue that China associate with CTA is the separatist concern and threat of unrest flowing from this issue. Thus, the lifting of Shugden ban serves as a strong starting point demonstrating CTA’s good faith as means to convince China and CTA can work its way further from there.

What negotiations? It is quite clear that while the CTA claims to want negotiations and are in adherence to His Holiness's Middle Way policy or Umaylam with regards to Tibet, they are on the flipside fanning independence or Rangzen. That is why there are no negotiations happening.

Lobsang Sangay was an active membership in the Tibetan Youth Congress. Independence flows in his blood. Once the Dalai Lama is gone, all hell will break loose.

Precisely. Lobsang Sangay is just talking empty words without any substance. If he really really wants to negotiate and talk to China... he would immediately put a stop on all protest against China. That would just be logical. Why would you want to be friends with anyone who keeps hurling rocks and nasty remarks at you? Mr Sangay better make a decision fast what he wishes to do.

Since he is being put as the person in charge of Tibetans and politics, he should think what is truly best for them. And if he is truly trying to fulfil His Holiness's wish have autonomy, he better do something drastic quick to turn things around and make friends with China. Everyday for every negative protest made against China, is a day further away for HH the Dalai Lama to return. I guess the prophecy by Nechung is yet again another hoax.
