Seriously, who still want to believe in CTA? For the past 60 years they failed to deliver any result. The Tibetans are still refugees and their future is very uncertain. Not only that, the CTA is very corrupted, they siphoned the money that was meant for the Tibetans and they always fight among themselves for petty issues. They don't really care about the welfare of the Tibetans.
If we look at the Tibetans in Tibet, their lives are so much better than those in India. They are not discriminated against by their government and they enjoy the same rights as other Chinese citizens. As long as they are hardworking, there are plenty of opportunities for them to improve their lives.
Since the CTA is so incapable and many have lost their hope in the CTA, it is not surprising to see the declining number of Tibetans in India. Many Tibetans borrow a large amount of money just to migrate overseas, it is more hopeful when they don't have to rely on the CTA. Tibetans in Tibet are not as naive as before, they also realise the Chinese government can give them more than what CTA can provide. Sooner or late, CTA will have to be dissolved.
