CTA only knows to blame everyone except themselves.

The dwindling Tibetan population is a direct reaction to the failures of Tibetan policies and administration, 60 years of failure to gain any form of independence or autonomy.

Tibetan people have started to give up on the CTA long ago. Hence they find ways to get passports and leave India for greener pastures.
This is very typical of the CTA, they always put the blame on others, it is never their problem. When good things happen, they want to take the credit. When there is negative news about them, they will keep quiet or put the blame on others. The CTA has to understand they have not produced good results and the Tibetan community is getting very disappointed with them. Many Tibetans left the Tibetan community in India or become citizens of another country because they cannot wait for the CTA anymore. 60 years of waiting is more than enough. Nobody wants to be stateless, the Tibetans also want to the the same possibility like anyone else in the world. If the CTA doesn't want to change for better, more and more Tibetans will leave the community.

Basically what is see here is that the Tibetan realized that there is no future in exile and after 60 years situation just getting worse with CTA. More and more migrated to other countries is an obvious sign. For those Tibetans in China, China has invested in Tibet for rebuild and refurbishment as well and development. More Tibetan are having a good living there and there is no reason for them to leave and stay in exile. Many Tibetans know that Dalai Lama wants to stay under China and they may as well just wait in China for Dalai Lama to return.

There is nothing for CTA to blame China for the dwindling of the Tibetan population because CTA has not done their part and there is nothing great in exile for the Tibetan to move there anymore. Due to CTA mismanagement, many Tibetans are leaving CTA and you will not see anyone move over to exile to find suffering for themselves. Sadly that CTA will never able to see this and just keep blaming China for everything that is not workout in exile, India.

Future? There is no future with the CTA. They are just using the Tibetans for money. Even the Dalai Lama is advising the Tibetans to go back to China. The Dalai Lama sees how prosperous the Tibetans are in Tibet. There are many talents in Tibet in different sectors, the Chinese government is giving everyone an equal opportunity to pursue what they want. In the Tibetan community in India, the CTA does not really want talents because they are worried their power may be taken away by those who really knows what the CTA is up to. The CTA does not want the Tibetans to be too smart so that they can continue to control them.
