Seventeen Point Agreement for the Peaceful Liberation of Tibet (1951)

1. The Tibetan people shall unite and drive out imperialist aggressive forces from Tibet; the Tibetan people shall return to the family of the Motherland the People's Republic of China (PRC).

2. The local government of Tibet shall actively assist the People's Liberation Army (PLA) to enter Tibet and consolidate the national defenses.

3. In accordance with the policy towards nationalities laid down in the Common Programme of the Chinese People's Political Consultative Conference (CPPCC), the Tibetan people have the right of exercising national regional autonomy under the unified leadership of the Central People's Government (CPG) of the PRC.

4. The central authorities will not alter the existing political system in Tibet. The central authorities also will not alter the established status, functions and powers of the Dalai Lama. Officials of various ranks shall hold office as usual.

5. The established status, functions and powers of the Panchen Ngoerhtehni shall be maintained.

6. By the established status, functions and powers of the Dalai Lama and of the Panchen Ngoerhtehni are meant the status, functions and powers of the thirteenth Dalai Lama and the ninth Panchen Ngoerhtehni when they had friendly and amicable relations with each other.

7. The policy of freedom of religious belief laid down in the common programme of the CPPCC shall be carried out. The religious beliefs, customs and habits of the Tibetan people shall be respected and lama monasteries shall be protected. The central authorities will not effect a change in the income of the monasteries.

8.Tibetan troops shall be reorganised step by step into the PLA and become a part of the defence force of the PRC.

9. The spoken and written language and school education of the Tibetan nationality shall be developed step by step in accordance with the actual conditions in Tibet.

10. Tibetan agriculture, livestock raising, industry and commerce shall be developed step by step and the people's livelihood shall be improved step by step in accordance with the actual conditions in Tibet.

11. In matters relating to various reforms in Tibet, there will be no compulsion on the part of the central authorities. The local government of Tibet shall carry out reforms of its own accord, and, when the people raise demands for reform, they shall be settled by means of consultation with the leading personnel of Tibet.

12. In so far as former pro-imperialists and pro-Kuomintang (KMT) officials resolutely sever relations with imperialism and the KMT and do not engage in sabotage or resistance, they may continue to hold office irrespective of their past.

13. The PLA entering Tibet shall abide by all the above-mentioned policies and shall also be fair in all buying and selling and shall not arbitrarily take a needle or thread from the people.

14. The CPG shall have centralised handling of all external affairs of the area of Tibet; and there will be peaceful co-existence with neighbouring countries and establishment and development of fair commercial and trading relations with them on the basis of equality, mutual benefit and mutual respect for territory and sovereignty.

15. In order to ensure the implementation of this agreement, the CPG shall set up a Military and Administrative Committee and a Military Area HQ in Tibet and – apart from the personnel sent there by the CPG – shall absorb as many local Tibetan personnel as possible to take part in the work. Local Tibetan personnel taking part in the Military and Administrative Committee may include patriotic elements from the local government of Tibet, various districts and various principal monasteries; the name list shall be set forth after consultation between the representatives designated by the CPG and various quarters concerned and shall be submitted to the CPG for appointment.

16.Funds needed by the military and Administrative Committee, the Military Area HQ and the PLA entering Tibet shall be provided by the CPG. The local government of Tibet should assist the PLA in the purchase and transport of food, fodder and other daily necessities.

17.This agreement shall come into force immediately after signature and seals are affixed to it.

Hmm I would say that their "Seventeen Point Agreement for the Peaceful Liberation of Tibet (1951)" would have been okay if they were still within Tibet but now that they are in exile, I don't see why would Chinese cede Tibet even on autonomous status. It may seem reasonable on the surface for CPG to have representatives from PRC but with the Dalai Lama's "king" status, probably majority votes would be in his favour, unless the representatives have veto power. As it is China has poured a lot into rebuilding of Tibet, preserving & promoting its culture and introducing commerce to elevate the livelihood of its people. There is religious freedom with many of old monasteries being repaired/rebuilt and given back to the rightful Abbot or Lamas.

Another thing that is glaring which the Dalai Lama had not mentioned...would his current Ministers be in the CPG? If so, then the question would be why in the "XXXX" would China give them Tibet? It would be akin to letting criminals/hooligans in to rule Tibet and reinstating the feudal system of yonder years. The only card that the Dalai Lama holds is the respect of people in view of him being a Spiritual "Leader" that represents compassion and kindness. I do see China allowing the Dalai Lama back into Tibet if he agrees to be the Spiritual Leader without political role whatsoever. Hahaha but if China is not careful, the Dalai Lama may just become the leader of China as religion moves people more than politics. After all, the Dalai Lama had survived so many year without a country but still able command such loyalty and donations wherever he goes.

Are you sure this is fresh news? It's talking about kuomintang and imperialism when most of those involved in the kuomintang are either pushing up daisies or or tottering about with their canes.

It's talking about the powers of the thirteenth Dalai Lama when the 14th Dalai Lama has been around for decades.

Don't sound right to me. Really don't sound right.

Even talking about letting the PLA in? You must be joking! They are already in. This must be in 1951 as stated

So, nothing to be excited about.

I do not get the meaning of the above speech given by HHDL. Tibet is still within China and there's been lots of development in it by the Chinese government. The Tibetans living there are not banned from speaking their language and they are free to practice their religion. I am saddened to read of the persecution and suffering of those Tibetans living-in-exile in Tibetans settlements in India. Why are they forced to abandon their Shugden practice by their ruling government (the CTA)? Looks like the Tibetans leaders do not even practice what they wanted from the Chinese government, and they requested China to "respect our unique culture "?

I think the Dalai Lama is trying really really hard. However it will be hard because he has divided his people due the Shugden and because of this, this karma is coming back hard. Because within the Tibetan exile community itself there is a huge division Rangzen and Umaylam.

Rangzen is against the Dalai Lama's middle way (Umaylam) policy. Hence, there within themselves there is disagreement, how do you think China will react to all this crap? ANd how will the Dalai Lama bring his people together to bend together to solidly try to have some kind of agreement with China. It is obvious some do not want to make friends but war.

Isn't that how the Tibetan leadership has been telling,encouraging, demanding people to treat Shugden people, not to be friends with us??? Wheel of sharp weapons returning in full circle back I say.

The CTA cannot come to a consensus as to what they want - Rangzen or Umaylam. If they are such loyalists, just go with the Dalai Lama and go the way of Umaylam.

They want others to respect their believes and culture. Can they respect the believes and culture of the Dorje Shugden practitioners?

So, is this a case of "Animal Farm" by George Orwell in real life? All are equal but some are more equal than others? So, the CTA and cohorts deserve to be respected but not all Tibetans? So, they can have their believes but the Dorje Shugden practitioners cannot?

So, what arrangement are they talking about? They have to decide what toilet they want before the contractors can build - squatting or sitting?
