I'm pretty sure that the protests are effective because the protesters' intention is to lift the Dorje Shugden ban and not to hurt anyone, plus they are protesting in a peaceful way, so it's obvious that Dorje Shugden practitioners are not just some "cult" practitioners.

The reasons that the Dorje Shugden practitioners protest are effective is:

1) The protest is based on religious freedom that the world at large respect and not about spirituality (spirit or Enlightened being) that is the world do not understand.
2) It is spear-headed by non-Tibetans that the CTA do not have any claim of power over and cannot intimidate them via direct persecution or of their families.
3) The place of protest chosen are where the Dalai Lama visits and all are in civilized countries when protest are accepted as a means of expression.
4) The audience at large is the world that have image of the Dalai Lama as a "simple monk" and the "news" that is highlighted by these protest is that the Dalai Lama is not as "simple" as He seems.

All these factor plus perhaps more that I have not highlighted works to provide an effective platform and causes for the efficacy of the protesters and the Protectors cause.

Shamar Rinpoche has the right too on his cause but unfortunately his "protest" remains very much within the Tibetan communities that is dominated by the Dalai Lama and the CTA.
