Are Nechung & Pehar the same entity?
Is Nechung the name of a place &/or a diety?

For the answer, I guess one will have to refer to the book  "Oracles and Demons of Tibet" by Rene De nebesky-Wojkowitz, pages 101 to 107. There it will give one an idea of the debate of the Pehar and Nechung.

Pehar  (Pe har) is a type of malevolent spirit belonging to the group of tsangs pa dkar po "the white Tsangs pa". Pehar is also the name given to an important dharmapala or protective deity. This protector is known as Nechung or Nechung Pehar Gyalpo (gNas chung Pe har ) or Dorje Dragden. Nechung Gyalchen Dorje Dragden (rdo rje grags lgan) "renowned immutable one" is the spirit  minister of Pehar spirit kings, an important dharmapala of Tibet who is also known as Pehar. So "Pehar" is both the name of a particular group of spirits as well as the name of an important dharma protector who happens to belong to this group of spirits..
