India considers Tibetans in exile foreigners

Looks like India is starting to see the Tibetans more like foreigners than refugees and charging them foreigner's fees. What do they expect after being in India for over 50 years and having golden temples, Tibetans sure don't look like refugees. If they are, they are a very rich refugee group. Whatever it is, India is no longer giving free lunches. Time for CTA and the Dalai Lama to realise they cannot keep on expecting to take from India.

The Centre, which is still battling with the crisis over the fee hike at Jawaharlal Nehru University, has now on its table another complaint on the “exorbitant fee” — from the office of the Dalai Lama.

The Bureau of the Dalai Lama has written to the Centre over JNU’s fee hike for foreign students effected in July, which it said was applied “unfairly” to Tibetan students, treating them as “foreigners” rather than refugees in India.

The letter, dated 27 November, has sought an “urgent intervention” of the ministries of external affairs and HRD, requesting that a Tibetan-specific directive be issued as per the provisions of the home ministry’s Tibetan Rehabilitation policy to all universities including JNU, officials in the know told ET.

The HRD ministry is learnt to have sought a report on the matter from the JNU administration. The Dalai Lama’s office has pointed out that the Tibetan students were mostly products of Indian schools or schools under the HRD ministry’s autonomous Central Tibetan Schools Administration, and appealed that they be spared of the fee hike.

JNU in July raised the annual fee for foreign quota students from $100 to $1,200 for social sciences and to $1,700 for sciences. The fee hike applied to Tibetans admitted under the quota as foreigners. The communication has termed JNU’s decision to “treat Tibetan students as any other foreign students” and to charge them an “exorbitant fee” as “extremely unfair”.

While expressing gratitude to the Indian government for its “generous assistance” to successive generations of Tibetan people over the past sixty years, the communication has termed JNU’s decision to “treat Tibetan students as any other foreign students” and to charge them an “exorbitant fee” as “extremely unfair”.

It has further said the adoption of the Tibetan Rehabilitation Policy, 2104, by the Ministry of Home Affairs had paved the way for bringing about uniformity in the implementation of central and state schemes, including the education of children in schools and universities, for the Tibetan refugees in India.

India no longer giving Tibetan exclusive privileges. It's enough of 60 years and now Tibetan has to just follow the way as other foreigners. Being a refugee in India has given Tibetan so much of privilege that causes so much unfairness to the local Indian and they are no gratitude from the CTA in return.

India is starting to change its policy to just treat Tibetan just like other countries and soon Tibetan will need to leave or either become Indian. No more Tibetan refugees and exclusivity. India is taking action to protect its relationship with China as well as protecting its local people's interests.

Instead of CTA complaining of the Indian treatment, they should work out with China for them to return. India doesn't owe Tibetans for their welfare and livelihood. CTA should that the responsibility and work on a permanent solution for the Tibetan. CTA should stop asking Tibetans to be refugees forever. CTA must give a solution to take care of its people and their future.

The truth is, Tibetans never considered themselves as part of India. They had always wanted to leave as soon as possible to go back to an Independent Tibet. However, their government keep failing them by giving empty promises which will never come true. It is right for Indians to treat the Tibetans as a foreigner as in actual fact, they are foreigners.

The Tibetans came to India and India welcomed them with open arms. However, the Tibetans look down on Indians and do not want to assimilate into the Indian society. So it is only natural that the Indians will treat the Tibetans like a foreigner in return.

This is another reason why the CTA wants Tibetans to remain as refugees so they can legally leech on their hosts and expect people to give them free stuff. The CTA has received so much money from the west and other sponsors, where did they spend the money? They have never paid anything into the Indian tax system and they still want the Indian government to give them subsidy on higher education? Free and cheap education is for the Indian citizens because they pay into the tax system, but do the Tibetans pay taxes? The CTA is just too greedy and shameless.

I agree with Tracy. I think CTA is happy that India still considers the Tibetans to be refugee instead of one of their own. This way, CTA can go out and advertise themselves as poor bullied refugees and the western countries will donate millions of dollars to them. CTA will never lose the opportunity to get free money from the west while they still can. Hence, CTA will also work hard to keep the Tibetans as refugees as long as they can to get the most out of them. Now we know why Tibetans are still living as refugees in India after 60 years.

This I agree. The CTA is definitely shameless and they will not stop leeching on to India. When will they actually start giving back to India? When will they actually start contributing back to the Indian society? If did that at least when they do ask for such subsidies, and to be given the exemption pay the same amount as Indian citizens, then perhaps people will not be so upset and angry.

India has every right to charge them the fees they wish. It is a typical arrogant attitude where they feel self-entitled. They must realise the exile Tibetans have brought nothing but problems to India which does not help their position, especially now when people are getting more fed up of their presence.
