Requesting Intervention against Impending Religious and Social Unrest from Erupting in Mundgod and Bylakuppee Tibetan Settlements in India between 26th and February 9 in India.
We are submitting this petition out of grave concern to request you to direct that immediate steps be taken to take the situation under control. We are making this submission, as your Govt. is fully aware of this crisis since March 1996 through petitions continuously filed by the victims of this Tibetan crisis in your country.
From January 3 to 16 this month the Dalai Lama was in Karnataka State, which has the largest Tibetan refugee exile community in the world. In his public address which was broadcast on by VOA Tibetan language dept. (original recording and transcript enclosed), he declared that Tibetan monks and lay people who did not heed his ban announced in March 1996 on the worship of the Tibetan Buddhist deity Dorje Shugden should now be segregated, marginalized and expelled from the Tibetan exiled community.
His unilateral declaration was fine-tuned by Samdong Rinpoche, the Chairman of the Tibetan exile Kashag: On 26th January, Indian Independence Day, without any prior consultation with either the representatives of this minority religious group, or local Indian administration on such a wide-scale policy change in India, the local Tibetans are to hold a 'referendum' on whether this worship should be 'allowed' or not in Tibetan society. A committee headed by the local Tibetan representative is to implement this religious and ethnic cleansing between January 26 and February 9.
If the majority 'votes' against this worship, in accordance with the stand of the Dalai Lama himself as announced during this visit, these Tibetans are simply to be expelled from their monasteries, thrown out of their settlements, and expelled permanently from the Tibetan exile community as a whole. These worshippers, on the other hand, have not broken any law of the exile Tibetan community, any code of conduct of their monasteries, nor have they broken any law of India.
Each of these minority Tibetans are lawful resident in India, law-abiding and part and parcel of the Tibetan exile community. If thus 'expelled', they will not tolerate this grave injustice on their basic Human Rights including the freedom of religion as enshrined, preserved and guaranteed in the Constitution of India. This will result in deep social unrest which will destroy what Tibetans have been able to achieve in exile under the India's benevolence and protection.
These monks have coexisted in the monastery prior to the 1959 Chinese Communist occupation. They continue this great tradition both in Tibet and India until NOW.
The international community is deeply disturbed and alarmed by this religious apartheid and persecution for the past eleven years. The targeted religious minority in this case, has sent petition after petition for the past ten years to both the Union and State Govt.'s respective departments -instead of coming into the streets to embarrass anyone - so that the matter can be amicably resolved with grace and decorum. This time is running out. We, who share the same Buddhist religious faith, are deeply concerned as to what your Govt. is doing to redeem the situation.
In the light of this unilateral policy change and repression about to start on 26th January -the day when India marched to freedom and liberty from the yoke of suppression of liberty and independence, we ask you to kindly direct that the necessary
steps be taken to take full control of the situation, and thereafter take a thorough investigation into this grave matter for the benefit of one and all. The alternative is complete destruction of Human Rights and social harmony ion the Tibetan exile community in India.

To the Hon. Prime Minister of India (or minister of Culture, etc., etc.),
It is with shock and dismay that I am witnessing the Indian Constitution and basic Human Rights being violated in the Tibetan settlements in South India. The Tibetan Government in Exile has been trying to eradicate a religious minority within the Tibetan refugees camps for almost twelve years now (since 1996). Monks are being expelled from monasteries for their worship of the deity Dorje Shugden, a deity that the Dalai-Lama has himself worshipped in the past alongside with his own Gurus. Please know this practice comes from Tibet and is over 300 years old.
I cannot understand why a democracy like India with laws against deity persecution and with a reputation for protecting human rights is allowing such a ‘which hunt’ and human rights violations to take place. Let me tell you, dear Sir, that your silence on this issue is not in line with either the laws of your country or international standards in such matters.
The Tibetan Government in Exile has organized a shamefull referendum on this issue. Can you tell me, sir, which democratic country would allow a referendum to take place in which a majority would vote on a minority religion? Would you hold a referendum on one of your religious minority in order to dissociate the Indian Government with this minority? Would you hold a referendum to cut funding and services to this minority? Would a referendum on Apartheid make Apartheid more acceptable?
I sincerely hope, Sir, that you will act decisively on this issue and stop the illegal actions of the Dalai-Lama and Tibetan Government in Exile immediately. This is happening in your country sir and your are responsible for it.
