That's because the ban created the causes for this high lama to pass into clear light. For every student that did not break their samaya with him, many more did because they did not want to get on the bad side of CTA. I am sure  many of his students denounced him because of the ban and also many others talk nasty gossips. All of these actions create a huge amount of broken samaya, since the Guru will always care for each and every one of their students wholeheartedly, and if many of them left due to whatever reason and also talk negatively about him, it is not surprising if he decides to enter clear light.

All these are unnecessary. They would never take place if there was no ban. If there was no ban, so many lamas would not be kicked out from the monasteries. So many people would not have broken their samaya to conform with the Dalai Lama in lieu of their own Gurus, who personally cared for them and gave them incredible, heartfelt and personal advice to each and every one of them. If they did not break their samaya, then their teacher would not have left them prematurely.

I am saddened that another high lama becomes the casualty of the ban, merely because his students created the cause for him to go away by prioritizing a "higher lama" as opposed to their own teacher. So many lamas have stopped teaching or passed away prematurely due to the ban.
