Please remember it is not only the monks of Dhokhang Khangtsen who have refused to vote and take the oath, they are simply the largest group to have done so collectively.
There are two tours from Gaden Shartse in the United States at this time, one from the college itself, and the one that you mentioned which is specifically from the house of Ngari. Ngari Khangtsen as a whole is not taking the same action as Dhokhang Khangtsen, but as to the intentions of the individual monks, of any house or monastery, who's to say... it is still early.
