I have heard a similar analogy before, I think it is from HH Zong Rinpoche: Dorje Shugden is always ready to help, but if we have a lot of bad karma, it is like a white cloth that will block Dorje Shugden's eye from seeing us, and therefore He can't help us.
The Buddha is ready to help all sentient being (because that is His nature of great compassion), but we may not have the karma to receive the help, just like the analogy above. As such, no matter if we have receive sogtae, what is important is we transform our mind and apply the dharma teaching into our daily lives.
