It's a crying shame that 60 monks, belonging to a Mongolian monastery, were denied food because they were Shugden practitioners. However, we are told that if they "changed their ways", they would be given food!
So there IS discrimination against Shugden practitioners for going against the wishes of HH Dalai Lama by practicing Shugden. So there IS a ban on Shugden practice , for all the denial.
For crying out loud, this is against the Bodhisattva Vows, which specifically emphasizes universal and equal compassion for all beings.
