All you need to do Jeremyg is look at all the evil rulers with "Black Karma" sitting on their thrones around the world today.

They will continue to sit on their evil thrones for lifetimes until they have exhaust all their collective "White Karma".

Once they have exhausted all their "White Karma" will they cast themselves down and be reborn in one of the three lower realms.

So you are saying that the Dalai Lama isn't a fully enlightened buddha? And that despite all the negative he has done through the Dorje Shugden ban he hasn't done any good and alleviated the suffering of many people?
It does not make much sense.

It is also is very confusing, as with the logic of evil rulers and so called "black karma" it would mean that even buddhas who held high thrones in the past could be viewed as the same evil rulers.

Remember even the highest of the high buddha cannot save the people from their Karma, so the Dalai Lama might be doing all he can, but this is the Karma of the people to suffer through confusion, and through all the pains they experience.

I feel amidst getting caught up in stories and trying to understand something that at my level I can't its more important to follow a teacher and practise dharma.

A few questions, you keep referring to the 14th Dalai Lama as evil and murderous. Even if so was the case how is it possible that with all the negative Karma and vow breaking he has been able to reincarnate?

Every samsaric being, down to the most evil, as exemplified by the evil dalie, is subject to reincarnation. Reincarnation is not an ability, but a *necessity* for samsaric beings.

Therefore, a samsaric being infested with the most vile, criminal propensities reincarnated as a boy in a Muslim family, underwent the obnoxious ritual of genital mutilation according to the evil Sharia law, and thanks to the evil karma of Tibetans and our era of degeneration was fraudulently recognized as the “14th Dalai Lama”, ever since pretending to be a “Buddhist” in order to wreak the maximum possible havoc on Buddhism, specially perpetrating the most heinous among the 5 evil actions of immediate retribution, which is creating a schism within the Sangha, thus ensuring his next reincarnation in the deepest hell.

Besides, having evil propensities, as those demonstrated from early childhood by the evil dalie, does not necessarily imply being born in the three lower realms, as many beings born as humans do show such propensities.
