You just don't get it do you?
Regionalism and factionalism including the Dharma Protector Dorje Shugden issue was encouraged by your government and politicians. It still is. So the cause of such moral decay you stated, is your own very public encouragement of divisive issues.
No change in election rules will change this.
Now that His Holiness Dalai Lama and the oracles have warned you about divisiveness, and His Holiness Dalai Lama has also recently stated that Dorje Shugden practitioners should be allowed to practice as they apparently have, but you still chose to use it to divide and rule, will you and your cohorts continue to fan this fire which can only further burn down the Tibetan cause through divisiveness?
Think. Go for the root cause. Don't try to apply plastic surgery.

After the “negative” campaign by candidates for the post of Sikyong (prime minister) in the Tibetan Parliament in Exile (TPiE), there may not be another such election in the future. Reportedly,
the state oracles, considered the ethos or the mindset of the Dalai Lama and representatives of the community at large, and even the Dalai Lama was perturbed by the campaigns.
In an exclusive interview to The Indian Express, re-elected Sikyong Lobsang Sangay admitted that the campaigns upset the spiritual leader, but added that he has sought Dalai Lama’s forgiveness.
Sangay mentioned that he is in touch with the Tibetan Election Commission and the procedure for Tibetan parliament elections shall be revamped.
“After the Parliament session, we consulted the two oracles. They [oracles] were upset… The negative campaigns were below our moral standards. Then some issue of regionalism also came up, which we had already buried in 1980s. In the previous elections, the candidates never criticised each other. However, it was not the case this time,” said Sangay.“His Holiness was also a bit upset. He had worked so hard for the unity of Tibetan people and the issues of regionalism, factionalism should not have taken any place in Tibetan society… So, I also said that I fully agree with what they felt about the election procedure”.
“I am in touch with the Election Commission of India. We are bringing in some electoral reforms because nine months is too long a period for any election,” he said.
