Yes, if Lobsang Sangay was smart, he should take the Middle Way approach to have China accepting them to go back to Tibet for good. China has invested a lot in Tibet, the infrastructure is much better than before, some may even be better than India. China has the financial resources to further develop Tibet.
The CTA doesn't have any substance, they are not capable of running a country that is for sure. There are only about 100,000 Tibetans in exile but look at how successful the CTA is in grooming their new generation? Until today, you don't see any famous or successful Tibetans from Tibetan in exile community. If the CTA really succeeds in getting their country back, will they be able to run a country that big? The mentality of the Tibetans are not the same as those in exile, can the CTA manage it?
Tibetans in Tibet has been under Chinese's ruling for the past 60 years, people are getting comfortable with the system, their standard of living has improved tremendously, who wants to change it? If I were a Tibetan living in Tibet, I don't want the CTA to manage me, they have no good track record in fulfilling their promise or bring betterment to the people. China has brought development to Tibet, there is a better education opportunity and better work opportunity, why let go?
