This is very typical of the CTA. When they have implemented a rule, they always have the double standard. They will apply the rule to their advantage. For example, the Dorje Shugden ban. The CTA said Dorje Shugden and Dorje Shugden followers are not pure, they will pollute the purity of Tibetan Buddhism so they are not allowed to be with the non Dorje Shugden followers. But why are the monks of the three main monasteries, Drepung, Sera and Gaden still occupying the monasteries that were built or sponsored by Dorje Shugden lamas? Why are they still studying the texts written by one of the the reincarnations of Dorje Shugden, Panchen Sonam Dragpa?
When the Dorje Shugden ban was imposed, Trijang Rinpoche was allowed to do Dorje Shugden practice but not other people, how come? So can we really trust the CTA? I don't think so, they can change their mind just to protect their own interest. They don't care about the Tibetans, it is all about themselves.
