There are many ironies and inconsistencies surrounding the Dorje Shugden ban imposed by the Dalai Lama. When we examine the reasons given for the ban, we see that they are hollow. It is also safe to state that a large percentage of people obey the ban without fully understanding it.
The Dalai Lama told the Tibetan people that the practice of Dorje Shugden harms the Tibetan cause, and the refusal to abide by the ban will shorten his life. Not only was this said by the Dalai Lama himself but the Tibetan Kashag (Cabinet of the Tibetan Government-in-Exile) went as far as mandating this wrong belief as law, stating in May 31, 1996 that:
However, some people have continued to propitiate Dolgyal, either because they failed to appreciate the threat it poses to the Tibetan people or because they have decided to disregard it… This has impaired the sacred relationship between the people of Tibet and their protector-deities. Today, this is one of the greatest dangers to the cause of Tibet and the life of His Holiness the Dalai Lama.

The underlying belief is the guru’s life is degenerated by the student’s disobedience or refusal to abide by the guru’s instructions. It is in fact blackmail. Therefore, compliance with the ban was not due to any factual reasons but due instead to the Dalai Lama and Central Tibetan Administration (CTA) stressing what would happen if the people did not follow the Dalai Lama’s instructions. Telling the people that the practice is harmful to the Dalai Lama’s life not only resulted in many people abandoning the practice based on a misunderstanding of samaya but also created public sentiments against Shugden practitioners.
Is the Dalai Lama the Guru of all Tibetans?
When we examine it carefully, the Kashag’s statement on Dorje Shugden and the Dalai Lama’s ‘samaya argument’ has one assumption, i.e. that all Tibetans have spiritual samaya with the Dalai Lama. While the Dalai Lama was the political leader of Tibet, he is not necessarily the spiritual teacher of the Tibetans contrary to what many people in the world believe.
Samaya is the spiritual bond forged between a student and his spiritual guide. It is based on loyalty and commitment to certain vows between the guru and the disciple that both voluntarily enter into. Samaya is also the bond between a student and his spiritual community.
So, if the Dalai Lama was the Guru of all Tibetans, then there is samaya and there is a basis to discuss the breaking of samaya with the Dalai Lama. But simply being an unelected political leader of the Tibetan people does not bind them to him under any samaya at all. Otherwise there would be samaya between all Tibetan people and the Sikyong Lobsang Sangay, as well as all members of the CTA. But that is not the case.
In other words, the CTA misled the people when it claimed that not obeying the Dalai Lama’s Shugden ban would harm him and shorten his life. Not every Tibetan has received initiations, vows and commitments from the Dalai Lama and therefore have no samaya with him. So, in the absence of a formal guru-disciple relationship between the Dalai Lama and all Tibetan people, how can a non existent-samaya be broken and how can his life be threatened by broken samaya when there was none to begin with?
Is the Dalai Lama the Leader of all Religions?
Samaya is a question of spiritual commitment and the CTA falsely infers that everyone, including all Tibetans, are obliged to share in the Dalai Lama’s religious beliefs. It is implied, especially in the language that the Dorje Shugden ban has been couched in, that disagreeing with the Dalai Lama is breaking samaya. If this is true, then within the Tibetan exile community, all Tibetan Muslims, Christians, Atheists and those who do not strictly subscribe to Tibetan Buddhist practices would also have broken their samaya with the Dalai Lama.
Yet, those who are not even remotely close to the ‘authorized’ version of Buddhism the Dalai Lama approves of are deemed not to have broken samaya with the Dalai Lama. Those who practice Christianity, Islam, Hinduism, Shamanism, Wiccan, and Occultism remain in the CTA and Dalai Lama’s good books even though their religions have virtually nothing in common with Buddhism. In some cases, the religious tenets they hold sacred are the antithesis of what the Dalai Lama himself teaches. Yet they are welcomed with open arms.
Since Shugden Buddhists have been declared to be harming the Dalai Lama because they disagree with his beliefs, shouldn’t practitioners of all these other religions be similarly accused? The logical answer is NO because they have no samaya with the Dalai Lama. If that is the case, then why is it that Shugden practitioners are singled out and discriminated against? The same standard and measure should be applied to all people and if it is not, then there is discrimination.
Is obedience to the Dalai Lama more important than Buddhism itself?
Dorje Shugden monks and lay practitioners are being denounced by the Tibetan leadership simply because of the practice of ONE deity even though this is not the only practice of Shugden Buddhists. It matters not that Shugden lamas, geshes and monks also practice Lamrim, Lojong, the Three Principal Aspects of the Path, and have studied and mastered Chandrakirti’s Madyhyama, Maitreya’s Ornament of Realizations, and the works of Vasubandhu and Dharmakirti.
It doesn’t matter if some of these lamas have attained Vajrayogini and Heruka and others have perfected the practice of Cakrasamvara and Guhyasamaja.
In addition, it doesn’t matter that so many of these Shugden monks have kept their Refuge Vows, Pratimoksa Vows, Bodhisattva Vows and Tantric Vows perfectly. In fact it is because these monks have kept all their vows perfectly and refused to compromise their spiritual integrity that they run into trouble with the CTA.
As a matter of fact, even a hedonistic non-believer who does not observe even the basic refuge vows – someone who lies and cheats, or is a drunkard and womanizer – is still accepted by the Dalai Lama and is not considered to have broken samaya. But all Dorje Shugden practitioners are said to have breached their spiritual bond with the Dalai Lama. How can this be correct when even at a cursory glance it is obvious that there is no consistent logic to the CTA’s claim?
Is the Dalai Lama more important than other Spiritual Teachers?
Because of one protector practice that the Dalai Lama himself practiced for a long time but now rejects, the entirety of Shugden Buddhists’ practice is dismissed and declared void. Simply because they refuse to break their samaya with their other gurus and toe the CTA’s line, they are declared unholy and cast aside for supposedly breaking a non-existent samaya with the Dalai Lama.
But the question begs to be asked, why is samaya with the Dalai Lama more important than samaya with one’s other teachers? If our guru endorses Dorje Shugden’s practice and we have not received teachings from the Dalai Lama, does the broken samaya argument apply? Similarly, if our root teacher is a staunch Dorje Shugden practitioner and we received teachings from the Dalai Lama at a later date, should we abandon all our commitments, vows, AND BREAK OUR SAMAYA WITH OUR ROOT TEACHER just to preserve samaya with the Dalai Lama?
In a similar vein, if we are to take this ‘samaya only with the Dalai Lama’ approach as authentic, then does samaya with the Dalai Lama ‘override’ the samaya between practitioners of the Kagyu, Nyingma, Sakya, Bon, and Jonang traditions with their respective teachers and lineage leaders? Would the Bonpos, Nyingmas, Kagyus, Sakyas Jonangs, and followers of all other traditions be prepared to revise their traditional lineage teachings, philosophies, pantheon of yidams, and change their protectors to be in line with the Dalai Lama’s preferences?
Take for example the two Karmapa situation that has split the Karma Kagyus. The Dalai Lama and CTA endorsed the 17th Karmapa Ogyen Trinley Dorje. Wouldn’t that mean that the other 17th Karmapa Trinley Thaye Dorje has broken his ‘samaya’ with the Dalai Lama simply by his existence? By extension, wouldn’t that mean that all Kagyu monks and lay practitioners following Karmapa Trinley Thaye Dorje have broken their samaya with the Dalai Lama and therefore should denounce him and instead follow Karmapa Ogyen Trinley Dorje, lest they cause harm to the Dalai Lama’s life? Why hasn’t the Tibetan leadership done anything about this, if the samaya argument is indeed valid?
Is the Dalai Lama knowingly causing harm to other teachers?
There are many texts and resources that warn of the terrible consequences of breaking one’s vows and commitments to the guru, and the following is just one typical example:
If the samaya deteriorates, then while you live your complexion will deteriorate, your mind will become unclear, you will be subject to many illnesses and your wishes will go unfulfilled. Innumerable spirits and demons will wound you like an animal. When you die, your senses will become clouded, your tongue will stick [to your palate], you will smell unpleasant, and you will die vomiting blood. You will be escorted [from this life] by innumerable malicious demons.

The truth is, samaya does exist and broken samaya does result in great harm to the practitioner, and as the Dalai Lama stated, to the guru as well. However, this consequence is only true if the Dalai Lama is the root guru to all Shugden practitioners, which is not the case. However it does raise an interesting point.
If the Dalai Lama is aware of the harmful effects of broken samaya, then why does His Holiness force so many practitioners to break their samaya with their Shugden lamas, since the Shugden lamas will be harmed in turn?
Some Pertinent Questions
The Dalai Lama has stated on numerous occasions that those who do not comply with his ban cannot have any association with him. This is a terrible blow to many Shugden practitioners who love and venerate the Dalai Lama. The CTA on their part have also stated in no uncertain terms that those who do not abide by the ban (and in so doing break their vows to their guru and commit root downfalls where it applies) are to be regarded as ‘criminals of society’ and ‘enemies of the state’.
- Why would a fair and democratic government that is supposed to represent all Tibetans regardless of their specific religious inclinations force Shugden practitioners to choose between the life of the Dalai Lama and the lives of their own root gurus, not to mention having to personally face the results of their broken vows? Where is the justice and fairness in this?
- Why is it that of all Tibetans of various religious leanings including those who don’t even believe in religion, only Shugden practitioners and monks are forced into this impossible choice?
- And why would the Dalai Lama who, regardless of whether he is the spiritual leader of all Tibetans or not, is still an ordained monk who has sworn not to harm any sentient beings, wish to force Shugden people to commit downfalls in their practice which sends them to the lower realms?
- Some people have argued that the Dalai Lama has merely given his opinion and it is up to individual practitioners to decide if they want to continue with the Shugden practice or not. If that is the case, then why does the CTA persist in forcing people to choose between one guru or another, forcing people to break their samaya which harms themselves and their root gurus, forcing monastic leaders to commit one of the five heinous crimes which is creating schism within the Sangha, and forcing so many Sangha members to participate in this schism?
- And as if damage to the Sangha community is not enough, why does the CTA incite so much hatred amongst Tibetans and force an already small and disenfranchised community to be divided and weakened ever further?
There is no basis to say that the Dalai Lama overrides the spiritual authority of all other lamas. Neither are there any spiritual provisions for the status and fame of the Dalai Lama to overshadow the practitioner’s vows to his root guru.
The Dorje Shugden ban was imposed and continues to be enforced based on false reasons of samaya. Given the pervasiveness of the Dorje Shugden practice, a very large percentage of practitioners do not have any spiritual bond with the Dalai Lama but instead have sworn oaths to their respective gurus. The ban forces these practitioners to stumble in their practice and create serious negative karmas.
There may be some Shugden practitioners who have received teachings and empowerments from the Dalai Lama and have a genuine spiritual bond with him. However, if these practitioners also have gurus who are Shugden practitioners, the ban drives them unnecessarily into breaking samaya with one guru or another.
It is a mystery why a senior lama such as the Dalai Lama and the CTA would wish this upon their own people. The falsity of the samaya-based reasons for the Shugden ban is exposed when we consider that those who do not even believe in Buddhism are absolved from having to obey the Dalai Lama while good Dharma practitioners are illogically punished and pushed into committing root downfalls. Such damage to the Tibetan people and the credibility of Tibetan Buddhism cannot be allowed to continue.

This is very obvious that those people abandon own guru practice and follow Dalai Lama instruction is a really a wrong choice. So far there are too much doubts and queries on the ban. Are we suppose to continue follow Dalai Lama ‘s instruction blindly or alternative correct the wrong doing, remorse and repair the broken samaya with guru. I always believe that never too late to correct the mistake if any.
Bear in mind that Dalai Lama can not overwrite our own guru no matter how holy he is.

Wow! I really like this article, simply because it delivers a point through logic reasoning. I have never thought of it from this angle: “Is the samaya with HH Dalai Lama more important than my root Guru?”, it really make a lot of sense. There are many people who only cares about their own samaya with HH Dalai Lama, but they never put themselves in my shoes and think about my samaya with my guru. So, it is OK for me to break my samaya just because your guru is more famous? Why are you so selfish? If my guru criticise your guru’s practice and ask you to break your samaya, would you do the same?
Let’s just have respect for each other and do our practice well. That’s the best for all of us.

Samaya does not exits when one has not not received a teachings or initiation from the Dalai Lama, especially when the Dalai Lama is not one’s root guru. The root guru and tantric master is the one that one should hold a clean samaya with. Many people are mistaken that the Dalai Lama is the guru of everyone. The Dalai Lama is the UNELECTED political and religious leader of Tibet. Each Tibetan Buddhism lineage has its own leader and for the Gelugpa, it is Gaden Tripa.

Interesting this website is so up-to-date on the latest news about Dorje Shugden happenings and event has time to write an article like this one, but when a well known lama like Tsem Rinpoche comes out and publicly supports Dorje Shugden practice, this website is eerily quite about it. You all should write more on Tsem Rinpoche. He is courageous, straight-forward and is an inspiration to thousands around the world especially among Dorje Shugden practitioners in Tibet. They are all asking for his pictures for their shrines according to the older Tibetan lamas.
You should have articles on Zasep Rinpoche and Gonsar Rinpoche who are strong lamas and uphold the lineage of Dorje Shugden. Why so quiet about them. I enjoy reading about Geshe Kelsang but he is not the only one speaking up.

Thank you so very much for this article to clarify how samaya applies. Until reading this article, I too have misunderstood the application of samaya with the Dalai Lama. I made the assumption that one has samaya with Him if we are a Tibetan Buddhist within the Gelugpa lineage. It is logical and clear that I don’t have samaya with His Holiness because I have never met him, received teachings or initiations from him or his students and associates.
This clarification is quite liberating. However, it would NOT mean that I can now be rude or disrespectful towards the Dalai Lama because Dharma practice to to be applied to all at every moment in everything we do.
It is saddening that the action of His Holiness to ban Dorje Shugden’s practice seem to imply that he puts himself above all others, which contradicts the code of conduct of highly attained masters who always display humility at all times.
I hope that this article will clarify matters and free those who are suffering from confusion and guilt as to what they should do.

What is important is your samaya with your root guru. If you only have one guru and your root guru is the Dalai Lama, then you should follow his instructions. This is very simple and straight forward. But is you have many gurus (including the Dalai Lama) and some are Shugden practitioners, then you are stuck in between. I believe there are many who are stuck and would not want to break any samaya with their gurus.
What is said in this article is very true. Provoking and bring some sense to this situation. How come only the Dalai Lama is important and not your other guru?

The Dalai Lama is making it very difficult for people who have taken him and other gurus who persist with Dorje Shudgen practice. Not only is it difficult breaking samaya to one teacher or Dalai lama only results in negative action, no one should be subject to make such a decision at all. Hence i think th Dalai Lama’s actions do not reveal his true intentions. The article is written with a lot of buddhist logic, hope all practitioners affected by the Shudgen ban could read this article and get enlightened from it.

For many, it is quite natural that we will believe & follow the advise or instructions that comes from the Dalai Lama himself, especially those that would have threaten the Dalai Lame’s life. Undoubtedly he is still the spiritual leader in Tibetan Buddhism & also an iconic figure highly respected in the international community both spiritual & secular. Everything that he said or advise is naturally to be regarded as “correct & to be followed”.
However, in the case of the Protector Dorje Shugden practice, this article has clearly pointed out some very important & illogical explanation that the Dalai Lama & the CTA has falsely given in order to support their reasons for the ban. Due to this advise, many has suffer & are forced into breaking their samaya with their gurus, having to choose between their commitments, beliefs & the Dalai Lama to whom they placed dearly to their hearts.
Having faith in one’s belief is important in spiritual practice but it is essential that this faith is supported by proper understanding & logic not just blind faith. The Buddha has not asked his followers to just follow what he said but to study, understand & practice in order to gain liberation. I sincerely hope that this article will be beneficial to those who do not fully understand the reasons behind the illegal ban & help them to make a wiser choice in their spiritual journey.

Thank you DS.com for pointing this point out to us. It really makes people wonder what is the main reason for the Dalai Lama or the CTA to be doing such a thing.
Just like what is being said, this actually creates schism between the sangha members and Buddhist practitioners. It is one of the deadly sins of Buddhism that would led us to the 16 levels of hell. Hence, why does the Dalai Lama or CTA even do so. If, they say that there is no ban and no schism created, it is not true to that.
There is a ban on Shugden practice, people are not being able to practice this practice that has been passed down by their gurus that may have already entered clear light. Hence, it should not be wrong if they do not swear in because it is a practice that is being given by their gurus and they cannot seek permission from their guru due to the passing of their guru. It only corners these monks into a corner not knowing what they should be doing as the practice is being passed down from their gurus and it is only right for them to be practicing it.
Then, why would the Dalai Lama be committing such a sin when he is considered as Avalokiteshvara? He would know that it is wrong. Hence, why still say that by doing Dorje Shugden practices would harm his life?

This is a very good article to show to my friends who say I should follow HH Dalai Lama’s instruction. They are not very familiar with Tibetan Buddhist teachings, even thought they are Tibetan Buddhist, but they think HH Dalai Lama is THE authority, they have no idea what Guru-Student relationship is. I have always like Dalai Lama, but he is not my guru. Therefore, I should not need to follow what he says, besides what he or CTA is saying about samaya is totally not right. I want to have attainment in my practice, I will not give up the practice my teacher has given me.

Samaya with space is important, conciousness is rooted in space the basic freedom of lastingness – non-existence. Hence everything ist interdependent as well there is the basic law of cause and effect.
Samaya is relationship and because conciousness is rooted in space we allways have this samaya with space but if we ignore reality then our relationship becomes impure. To have a wise and compassionate relationship/samaya with all other beings we need wisdom an compassion that comes from a pure samaya with space.

Dear Dalai Lama,
Since you started the cruel ban against the 350 year Dorje Shugden practice, how has it benefit your Tibetan society and Buddhism in the world? Things have become worse and most educated Tibetans can see this. They don’t speak out not because they don’t see your ban as wrong, but you instill fear in them and not respect. It is like fear of a dictator. I am sorry to say so. Everyone is divided. There is no harmony. Before your ban there was more harmony and unity.
By enacting the ban, you split the monasteries, split so many families, split regions in Tibet apart, split your disciples from you, split your own gurus from you, split Tibetan Buddhism apart. You have created so much disharmony.
It is not democratic what you have done to ban a religion within your community. You always talk of tolerance and acceptance and democracy and yet you do not accept and tolerate something different from your beliefs. When people practice Dorje Shugden you ostracize them, ban them from seeing you, ban them from using Tibetan facilities. You know you have done that. There are videos that capture your speech and prove this point. You even had people expelled from monasteries just because they practice Dorje Shugden. Some of the monks you expelled have been in the monastery for over 40 years. Many older monks shed tears because of this.
Many young educated Tibetans lost confidence in you as they saw the damage the Dorje Shugden ban created and they lose hope. Many have become free thinkers. They reject what you have done. So many people in the west left Buddhism because of the confusion you created with this ban against Dorje Shugden which is immoral.
You could of had millions of people who practice Dorje Shugden to support, love and follow you, but you scared them away. They are hurt and very disappointed. They loved you and respected you deeply before the ban. It has been 60 years and you have failed to get Tibet back. Your biggest failure is not getting Tibet back after 57 years in exile. Now you are begging China to allow you to return to Tibet to the disappointment of thousands of people who fought for a free Tibet believing in you. So many self-immolated for a free Tibet and now you want Tibet to be a part of China with no referendum from Tibetans. Just like a dictator, you decide on your own. It was your government and you that lost Tibet in the first place. Your policies and style of doing things do not benefit Tibet and Buddhism. You have been the sole ruler of Tibet your whole life and you still have not gotten our country of Tibet back for us. Our families and us are separated. Yet you create more pain by creating a ban to further divide people. Please have compassion.
No other Buddhist leader has banned or condemned any religion except for you. It looks very bad. You are a Nobel laureate and this is not fitting of a laureate. You should unite people and not separate them by religious differences.
You said Ms. Aung San Suu Kyi did not do right to the Rohingya people in Myanmar due to religious differences, but you are doing the same thing to the Shugden Buddhists within your own society. There is a parallel in this. You separate the Shugden Buddhists from the others in Tibetan society.
You have lost so many people who would have loved and supported you. You have lost so much support around the world. The Shugden Buddhists who love you number in the millions. When you are fast losing support from governments and private people, it will not do you well to lose more.
After you are passed away in the future, the rift you created between the Dorje Shugden and non-Dorje Shugden people will remain for a while and that will be your legacy. Disharmony. You will be remembered for this. Not as a hero but a disharmony creator.
Dorje Shugden will spread and further grow, but you will be no more as you are a human. No one wishes you bad and in fact we hope you have a long and healthy life, but we have lost so much hope and have so much despair because of you. All the hundreds of Dorje Shugden lamas, tulkus and geshes are maturing and there are hundreds of Dorje Shugden monasteries in Tibet who will not give up Dorje Shugden. You have made a mistake. These hundreds of teachers and teachers to be will spread Dorje Shugden further in the future.
The gurus that gave us Dorje Shugden as a spiritual practice and you have called these holy gurus wrong and they are mistaken in giving us Dorje Shugden. How can you insult our gurus whom we respect so much? If they can be wrong, then you can be wrong. Then all gurus can be wrong. So no one needs to listen to any guru? You have created this trend. It is not healthy. Your own gurus practiced Dorje Shugden their whole lives. Your own gurus were exemplary and highly learned.
Dalai Lama you have created so much pain with this ban against so many people due to religion. You are ageing fast. Are you going to do anything about it or stay stubborn, hard and un-moving. You show a smile and preach peace and harmony wherever you go. But will you do the same to your own people? Please rectify the wrong you have done. Please before it is too late. You can create harmony again or you can pass away in the future with this legacy of peace. May you live long and think carefully and admit what was a mistake in having this unethical ban against Dorje Shugden religion.
