Following the recent event where the 11th Panchen Lama Gyaltsen Norbu gave Kalachakra initiation to a crowd of over 100,000 in July 2016, it is apparent that his influence is growing at considerable speed. As he matured, his Dharma aspiration has become more obvious “unlike other men his age who want a well paying job and a hot girlfriend, his dream is that the world is peaceful, our motherland is stable, people live in harmony, Buddhism is prosperous.”
The following points are meant to analyze whether the article below is realistic in claiming that the 11th Panchen Lama “is expected to mitigate [the 14th Dalai Lama’s] influence”:
1) The 11th Panchen Lama, Gyaltsen Norbu, is not the 14th Dalai Lama’s choice of Panchen Lama and therefore some people regard him as the fake Panchen Lama. As he matures, whether Gyaltsen Norbu is the real Panchen Lama or not will matter less and eventually become insignificant. Gyaltsen Norbu is an ordained monk and has received teachings and initiations from his teachers. He is a qualified Buddhist teacher. At the end of the day, it is his deeds in this life that will help to build his influence and not the controversy surrounding his selection as the Panchen Lama.
2) The 11th Panchen Lama Gyaltsen Norbu welcomes everyone to attend his teachings and initiations. Although some critics said that the huge turn-out at the recent Kalachakra event was partly due to mandatory attendance requirements implemented by the Chinese authorities, the fact remains that the 11th Panchen Lama Gyaltsen Norbu welcomes everyone to attend his teachings and initiations. Unlike the Dalai Lama who insists that Dorje Shugden worshipers should not attend his teachings, the Panchen Lama does not prevent or discourage any group of people from participating in his activities.
3) The 11th Panchen Lama has the support of the Chinese authorities. The Chinese authorities has supported the 11th Panchen Lama and allowed him to execute his activities in a large scale, which means that he can expand his activities at a relatively faster rate compared to other Buddhist teachers that do not have such resources and support.
Considering the factors mentioned above, his Dharma aspiration and the fact that he does not discourage any group of people from attending his teachings / activities, it is highly likely that the Panchen Lama Gyaltsen Norbu’s influence will continue to grow rapidly and eventually equal to or even greater than the current Dalai Lama’s influence.
The Central Tibetan Administration (CTA) and the Dalai Lama’s followers should seriously consider to stop defaming the 11th Panchen Lama Gyaltsen Norbu and instead rejoice in the success of his activities that will bring speedy growth to Tibetan Buddhism. The CTA should stop criticizing and doing activities against China. Every negative action they perform against China will only irritate China further and make it more difficult for the Tibetans inside Tibet. If the CTA is intelligent and serious about improving the welfare of their people, they should step up their efforts to befriend China before the Dalai Lama passes away. Because after the Dalai Lama passes away, Tibetans in India must become Indians, and no more refugees from Tibet will be permitted into India and the CTA will close.

The 26-year-old 11th Panchen Lama has significantly increased his role in religious assemblies and social activities in past year. As the 81-year-old 14th Dalai Lama becomes less active on the world stage, the Panchen Lama, the other top ranking figure in Tibetan Buddhism, is garnering greater popularity and building up his credibility among Buddhist believers.
Unlike other men his age who want a well paying job and a hot girlfriend, his dream is that “the world is peaceful, our motherland is stable, people live in harmony, Buddhism is prosperous.”
“This is what I will pursue for my whole life. I will devote everything to it,” the 11th Panchen Erdeni Gyantsen Norpo told reporters seven years ago. After years of study and practice, he has become ever more confident and true to his name.
The Living Buddha, 26, who long kept a low profile, has gradually increased his involvement in public life.
He spent the past two weeks in Nagqu Prefecture and Lhasa, both in Southwest China’s Tibet Autonomous Region, talking with officials and monks, and visiting temples, schools and a hospital, according to State media.
Before that, he hosted a religious gathering at the New Palace of the Panchen in Xigaze, Tibet which attracted hundreds of thousands of attendees.
Some speculate that these actions have been encouraged to counter the influence of the Dalai Lama and prepare for a post-Dalai Lama era.
These activities can help the Panchen win greater recognition among Tibetans but it may prove difficult to persuade them to abandon their faith in the Dalai Lama, according to an ethnic minority affairs commentator who uses the pseudonym Zhou Quan.
“It’s not a straight choice between the two for the worshippers,” Zhou told the Global Times. To them, the Dalai and Panchen lamas are the highest leaders of the Gelugpa, or Yellow Hat sect, the most prominent school of Tibetan Buddhism.
Xu Zhitao, deputy director of the Bureau of the Tibetan question at the United Front Work Department of the Communist Party of China Central Committee (UFWD), said the Panchen Lama will progressively increase his public exposure.
“As he grows up and shoulders more social positions, in addition to political and religious titles, he will get involved in more activities and generate more media coverage,” Xu told the Global Times on Monday.
Rise to Fame
Between July 21 and 24, the 11th Panchen Lama hosted the Kalachakra (wheel of time) ritual at the summer place of the Panchen Lama in Xigaze at the request of the monks of the Zhaxi Lhunbo Lamasery, the historic home temple of Panchen Lamas.
It was the first time in 60 years that the ritual was performed in Tibet. During the highest-level ritual in Tibetan Buddhist Tantrism, the Panchen conducted a series of teachings, initiations and empowerments, which supposedly assist Buddhists pass through the cycle of life.
A total of 5,000 lamas and 100 tulkus (Living Buddhas who are believed to be the reincarnations of religious figures of the past) joined the ritual. Believers came from across the country, and the cumulative attendance over the four days was 426,000, according to the Xinhua News Agency.
However, some media outlets criticized the event. Quoting three people, including two Tibetans living in India, Firstpost, an Indian news organization, said that the Panchen Lama was not “entitled” to give the ritual as he is a “fake” Panchen. It also claimed that the “Chinese authorities have made it mandatory for each (Tibetan) household to send at least two members to the religious congregation to ensure a ‘decent’ turnout.”
“They have long been politicizing the Panchen’s activities, even though they are purely religious,” responded Xu. “Whether the believers went voluntarily or not, whether they were satisfied or not, they themselves have the last say.”
Hongsong from Yushu in Qinghai Province told Xinhua that he and his family members decided to go to the ritual when they heard about it in early July. “It’s so precious,” he told Xinhua.
“The blessings from my previous life and affinity to Buddha mean that I can receive attunements from the Panchen during my lifetime,” said 51-year-old Aga, a herdsman from Nagqu in northern Tibet.
Growing Up Amid Noise
Born to a nomadic family in Lhari county in Nagqu in 1990, Gyantsen Norpo was recognized as the reincarnate of the late Panchen Lama on November 29, 1995.
However, pre-empting the Qing-Dynasty era lot-drawing process, the Dalai Lama announced that another boy, 6-year-old Gedhun Choekyi Nyima was the Panchen. At a press conference held in September last year in Beijing, a Tibet official claimed that Nyima is living a normal life, growing up healthily and doesn’t want to be disturbed.
The People’s Daily said in a 2008 report that the Dalai Lama ignored historical precedent in this case.
This hostile controversy has led to some groups refusing to recognize Norpo as the real Panchen.
However, these noisy controversies didn’t affect the childhood and adolescence of Norpo, who has mastered Tibetan, English and Putonghua as well as developing a rich knowledge of Tibetan Buddhism.
Ready For Mission
In recent years, it seems that the Panchen has become more and more accustomed to his role. In addition to holding religious assemblies and attending meetings inside and outside Tibet, he has also become politically active.
On February 3, 2010, the 20-year-old was elected vice president of the China Buddhist Association. Weeks later, he was elevated to China’s top advisory body, becoming the youngest political advisor in China.
In May last year, he visited the CCPA&BCCCC (Chinese Catholic Patriotic Association and Bishops’ Conference of the Catholic Church in China) and talked with bishops, calling them to join hands with Buddhists to better serve believers and the country.
In March this year, he attended a religious discussion at the Boao Forum for Asia in Boao, South China’s Hainan Province and shared his understanding of “goodness” and how to be a spiritual leader, and cautioned of risks the high-tech weapons pose to world peace.
At the annual two legislative sessions, he submitted proposals and addressed group discussions. In his proposal last year, he pointed out that China doesn’t have enough lamas and nuns to meet the rising demand of the Tibetan Buddhist believers and suggested specific measures to expand the talent reserve, which won support from some Tibetans.
Zhaluo, a Tibetologist from the Institute of Ethnology and Anthropology, the Chinese Academy of Social Sciences, believes that these activities will help expand the Panchen’s influence.
“Just like political figures, religious leaders’ power also come from their understanding of social affairs and contribution to the society,” Zhaluo told the Global Times. “The Panchen is shifting his priority from learning to focusing on people’s livelihood and Tibetan Buddhism, which will make him more influential.”
Still, some observers say his influence still falls short of that of Dalai Lama and the 10th Panchen Lama. “It’s not comparable as the age and experience gap is there. His knowledge and credibility will increase as time goes by,” said Lian Xiangmin, an expert at the China Tibetology Research Center.
Guangdong-based businessman, Sumkyi Tashi, who studied to be a lama five years ago, believes the Panchen Lama fulfills the requirements of his role.
“Besides benevolence and knowledge, patriotism also matters a lot for an eminent lama we choose to worship,” he told the Global Times.
Lian said the tulkus are also Chinese citizens and should abide by secular laws while following religious doctrines and disciplines.
Unique Upbringing
“I’m sure how the Panchen was raised will set an example for the next Dalai Lama,” said commentator Zhou Quan.
Official Xu Zhitao said Norpo’s education and childhood were special due to the Dalai’s interference and the country has gone to great lengths to ensure his education and healthy growth.
“The mode can not be duplicated. There are more than 1,000 tulkus in China. It’s impossible for the country to do it to all. There is a traditional way for them to grow up.”
Unlike other tulkus who are now usually educated in official Tibetan Buddhism colleges from childhood on, Norpo was privately tutored in his residence.
According to an article written by Jing Tingyao, a veteran painter with PLA General Logistics Department, about his experience visiting the Panchen Lama in 2010, the lama is protected by State Security workers and plainclothes policemen.
Xu said the government has been hands off with regards to Panchen’s religious activities. “Before adulthood, mentors and abbots helped him with activity arrangement. Now, they are mainly up to him. But when he wants to attend social activities, such as visiting a school or development zone, he will negotiate with us,” he said.

China couldnt have planned it better. Wait till Dharamsala postpones their Kalachakra, before launching the Panchen Lamas and making sure hundreds of thousands end up being his students. What happens then? No one feels compelled to leave Tibet, to go to Dharamsala to receive Kalachakra from the Dalai Lama. And why leave anyway, when you might be turned back and prevented from entering India and Nepal just because your a Shugden practitioner?
Sorry Dharamsala but it looks like you were outmaneuvered this time around! Thats what happens when you spend decades filling your coffers instead of training for an adequate leadership!

History repeats itself. It was said that the 10th Panchen Lama was also not the DL’s choice but his works grew and well loved by many. In the end, the DL recognized the 10th that we all know today and his initial candidate disappeared, unheard of.
These days the need to be a successful lama to be recognized only by the DL is obsolete, especially in China. We see many lamas spreading the Dharma successfully in the absence of this recognition. It is not the DL’s recognition papers that determine the success of the lamas, but the lama themselves who work hard to teach Dharma. People will ultimately support sincere lamas.
The current 11th Panchen Lama have not uttered one single negative word in retaliation towards the DL or the CTA. The CTA’s continuous ranting about the 11th being false is going to detrimental in the long run both in terms of their ‘efforts’ to talk with China and to look as if they separate religion and politics. The 11th Panchen Lama on the other hand by not being affected by the CTA’s lame attempt to defame him will in turn show people his main purpose in spreading the lineage.

Pema is right… now people do not need to go to the Dalai Lama to receive Kalacharka, they can go to Panchen Lama who is just as good because He is not only a high ranking Lama but more importantly He learnt and studied it and is fully qualified to give the Kalachakra. And we can see as He matures, He is gaining in status, and power and China backs Him up. He will no doubt be huge! And sorry to say… but Dalai Lama is getting old, how long more will the Dalai Lama have and then it is Good Bye CTA! No one will listen to you anymore, your star is gone.
While the Dalai Lama retires from the inevitable old age, Panchen Lama becomes more and more prominent, powerful and the best part is He unites EVERYONE and ANYONE can go to HIS teachings… get it CTA?!
I really do not know how idiotic CTA can be by keeping up with the Shugden ban. It is high time they abolish it. If you don’t want China to promote it, then why don’t you stop promoting that it is bad… you’re just encouraging it and creating your own problems. And if you want China to give Tibetans religious autonomy is China, then why one earth do you continue to irritate them? It is so foolish to go around throwing rocks on a huge fortress?
No doubt the Panchen Lama will sure eclipse the Dalai Lama and the world will eventually turn their attention to him and guess what… he will promote Dorje Shugden to the world!

1. Since the Dalai Lama DOES NOT ALLOW people from Shugden Buddhists to attend his talks and Kalacakra, then we don’t go. I mean Buddha’s teachings are for everyone, so why the restrictions?
2. Since Panchen Lama ALLOWS everyone to join his talks and Kalacakra, it makes sense for us to attend Panchen Rinpoche’s talks. After all, Buddha’s teachings are for all including Shugden people.

1. Since the Tibetans in exile led by their Exiled govt in Dharamsala (CTA) DOES NOT ALLOW RELIGIOUS FREEDOM therefore Shugden Buddhists are excluded, ostracized and segregated, we don’t go there, we don’t donate nor support. We leave them alone.
2. Since China ALLOW religious freedom to Shugden Buddhists and other people, then we go back to Tibet, help and support the growth of Buddhism with China. But don’t accuse us of siding with China when you segregate us.

Such rejoicing news on the rise of the 11th Panchen Lama. As mentioned, even with the controversy surrounding the recognition of the Panchen Lama, he had risen above it and you can clearly see his deeds are in tune with that of an attained Buddhist Master. Without attainments, he would not be able to achieve so much in his young age and being young, he has so much more time to win the people and overshadow the hold of the Dalai Lama. With one Kalachakra initiation, he has over 400,000 students. Imagine how many more of this initiations can he give in his lifetime and how many students will that be? First and foremost, being a true Buddhist Master, the Panchen Lama does not discriminate against who can or cannot attend. All are sentient beings entitled to find relieve in Buddha’s teachings and practises.
What is the use of CTA ranting about the “false” Panchen Lama when it is now a fact the this Panchen Lama has the calibre to take on the role with impressive results. China trusts him so much that she had given him the role of the youngest political advisor to China’s top advisory body. In his position, the Panchen Lama can do much to help the growth of the country’s religious practises. What has CTA done to further their relationship with China other than to hurl slanderous propaganda at her and being a troublemaker causing unrest in Tibet. CTA should face the truth of their redundant status and change their attitude to be friendly towards China and rejoice at the Panchen Lama’s achievements. Probably the day will come when CTA needs the help of the Panchen Lama to influence China into just meeting with them. Most importantly, CTA must lift the Shugden Ban to reunite it’s people and practitioners to look favourable by allowing freedom of religion and not the political bully anymore. After all the enlightened Protector Dorje Shugden is a fact of life already. He is here to stay and he will rise above the illogical controversy too.

It is really true that a layman at the age 26 normally will spend much of their time on getting dream career, love and many other activities which are only concerned about their self-enjoyment. However, The 11th Panchen Lama, Gyaltsen Norbu , is definitely not from the group as his dream is to have the peaceful world with people live in harmony and most important is tremendous growth in Buddhism.
It is not important that The 11th Panchen Lama was not the 14th Dalai Lama’s choice of Panchen Lama. Through his well learning from his teachers’ teachings and initiations, The 11th Panchen Lama is believed to be a qualified Buddhist teacher in spreading the dharma and allow everyone to attend his teaching (for example recently given Kalachakra initiation in July 2016) are slowly build his influence in China and soon later in the world.

It will be this 11th Panchen Lama that will recognized the next 15th Tibetan Dalai Lama.
There will be two 15th Dalai, one from India who will be anti Dorje Shugden and the other will be from Tibet and pro Dorje Shugden.
The 11th Panchen Lama will be the tutor to the 15th Dalai Lama and transmit both the Kalachakra and Dorje Shugden empowerments to him. They will both spread the teachings of Dorje Shugden throughout Tibet.

Because in India all the Tibetan people do not have religious freedom because of CTA, many Tibetan monks/Geshes from Gandhen, Sera and Drephung Monasteries all returning to Tibet. These days not many monks from Tibet coming to India for education because CTA is very corrupt and not doing their job and restricting Shugden people too much. More Tibetans returning to Tibet or going to wEstern countriyes. I live in USA because the Shugden ban in India by CTA is very dangerous and many people is hurt because of it. Myself have no freedom in India due to CTA ban against Shugden. We appeal to His Holiness Dalai Lam to remove ban but he didn’t response.

His hOliness Panchen Rinpoche never restrict anyone to attend his teaching because they practice Dorje Shugden . Panchen Rinpoche allow everyone to attend his teachings and Kalacharkra. This is correct way for lama and religious freedom.

It is interesting to me that CTA still tried their lame attempts to promote the Dalai Lama’s choice of Panchen Lama just before the Panchen Lama Gyaltsen Norbu gave Kalachakra initiation. They have hardly done that before. As I have mentioned in the article commentary above, it does not matter whether the Panchen Lama Gyaltsen Norbu is the real reincarnation or not. He is a monk with authentic lineage and empowerment. Therefore he is fully qualified to give Kalachakra initiation. I rejoice for those who attended his event.
In addition, the Panchen Lama Gyaltsen Norbu will be someone to be reckon with due to his status. resources and lineage. He has a great potential to spread the Dharma.

It’s great to know that the 11th Panchen Lama is turning the Wheel of Dharma in Tibet/China to benefit many. In my opinion, no matter what the political situation may be, the most crucial point is that the Dharma still grows and able to touch the lives of many beings to help reduce their sufferings in samsara. The Buddhas have the ultimate wisdom and compassion to continue to spread the Dharma; whatever methods they may deploy, they will do with pure intention. It may be a straightforward blessing or it may be a controversy, all done in good faith to reach out to as many beings possible, as every being has a different karma and requires different methods.
The CTA has their own political agendas, their own set of intentions. It will not be able to help all the Tibetans. Since its inception, it has not been able to produce much results with regards to “freeing” Tibet. If they are ineffective, then it should be dissolved and other more viable initatives should be taken up to benefit Tibetans. It costs money and other resources to keep CTA running and if it’s not effective why have it ? Nothing personal against the people behind it, but if an organisation with a charter or goal of “rehabilitating Tibetan refugees and restoring freedom and happiness in Tibet” doesn’t really work then don’t waste anymore resources on it.

So many Tibetans self-immolated for Tibet to be independent and now Dalai Lama did a 360 degree turn and says he wants to go back to Tibet and China and Tibet should be a part of China. Dear Dalai Lama,
Since you started the cruel ban against the 350 year Dorje Shugden practice, how has it benefit your Tibetan society and Buddhism in the world? Things have become worse and most educated Tibetans can see this. They don’t speak out not because they don’t see your ban as wrong, but you instill fear in them and not respect. It is like fear of a dictator. I am sorry to say so. Everyone is divided. There is no harmony. Before your ban there was more harmony and unity.
By enacting the ban, you split the monasteries, split so many families, split regions in Tibet apart, split your disciples from you, split your own gurus from you, split Tibetan Buddhism apart. You have created so much disharmony.
It is not democratic what you have done to ban a religion within your community. You always talk of tolerance and acceptance and democracy and yet you do not accept and tolerate something different from your beliefs. When people practice Dorje Shugden you ostracize them, ban them from seeing you, ban them from using Tibetan facilities. You know you have done that. There are videos that capture your speech and prove this point. You even had people expelled from monasteries just because they practice Dorje Shugden. Some of the monks you expelled have been in the monastery for over 40 years. Many older monks shed tears because of this.
Many young educated Tibetans lost confidence in you as they saw the damage the Dorje Shugden ban created and they lose hope. Many have become free thinkers. They reject what you have done. So many people in the west left Buddhism because of the confusion you created with this ban against Dorje Shugden which is immoral.
You could of had millions of people who practice Dorje Shugden to support, love and follow you, but you scared them away. They are hurt and very disappointed. They loved you and respected you deeply before the ban. It has been 60 years and you have failed to get Tibet back. Your biggest failure is not getting Tibet back after 57 years in exile. Now you are begging China to allow you to return to Tibet to the disappointment of thousands of people who fought for a free Tibet believing in you. So many self-immolated for a free Tibet and now you want Tibet to be a part of China with no referendum from Tibetans. Just like a dictator, you decide on your own. It was your government and you that lost Tibet in the first place. Your policies and style of doing things do not benefit Tibet and Buddhism. You have been the sole ruler of Tibet your whole life and you still have not gotten our country of Tibet back for us. Our families and us are separated. Yet you create more pain by creating a ban to further divide people. Please have compassion.
No other Buddhist leader has banned or condemned any religion except for you. It looks very bad. You are a Nobel laureate and this is not fitting of a laureate. You should unite people and not separate them by religious differences.
You said Ms. Aung San Suu Kyi did not do right to the Rohingya people in Myanmar due to religious differences, but you are doing the same thing to the Shugden Buddhists within your own society. There is a parallel in this. You separate the Shugden Buddhists from the others in Tibetan society.
You have lost so many people who would have loved and supported you. You have lost so much support around the world. The Shugden Buddhists who love you number in the millions. When you are fast losing support from governments and private people, it will not do you well to lose more.
After you are passed away in the future, the rift you created between the Dorje Shugden and non-Dorje Shugden people will remain for a while and that will be your legacy. Disharmony. You will be remembered for this. Not as a hero but a disharmony creator.
Dorje Shugden will spread and further grow, but you will be no more as you are a human. No one wishes you bad and in fact we hope you have a long and healthy life, but we have lost so much hope and have so much despair because of you. All the hundreds of Dorje Shugden lamas, tulkus and geshes are maturing and there are hundreds of Dorje Shugden monasteries in Tibet who will not give up Dorje Shugden. You have made a mistake. These hundreds of teachers and teachers to be will spread Dorje Shugden further in the future.
The gurus that gave us Dorje Shugden as a spiritual practice and you have called these holy gurus wrong and they are mistaken in giving us Dorje Shugden. How can you insult our gurus whom we respect so much? If they can be wrong, then you can be wrong. Then all gurus can be wrong. So no one needs to listen to any guru? You have created this trend. It is not healthy. Your own gurus practiced Dorje Shugden their whole lives. Your own gurus were exemplary and highly learned.
Dalai Lama you have created so much pain with this ban against so many people due to religion. You are ageing fast. Are you going to do anything about it or stay stubborn, hard and un-moving. You show a smile and preach peace and harmony wherever you go. But will you do the same to your own people? Please rectify the wrong you have done. Please before it is too late. You can create harmony again or you can pass away in the future with this legacy of peace. Why doesn’t the United States and its allies end Refugee Status for the useless Tibetans? They have been refugees for 60 years now and don’t tell me they still cannot get their lives back in order?
Tibetans really know how to put on a good show and use people, take their money and do nothing in return.

Supreme Court of India JUSTICE Mr. MARKANDEY KATJU (RETD) writes that Tibet is much better under the Chinese than it was under the lamas who only wanted to make the populace slaves. It was feudal and it will never return to the backwardness again.

While the government of Nepal has framed a policy to tighten the noose around non-governmental organisations, they have welcomed 30 Chinese NGOs to enter the country. These NGOs will penetrate the country’s social sector at the grassroots level. This is the first time such a large number of Chinese NGOs have entered Nepal at one time. Nepal is increasingly open to Chinese influence, a sign that ties between both countries are strengthening, while India’s influence is being reduced. The time has passed for India’s monopoly to remain uninterrupted in Nepal as opportunities to engage with China are being welcomed.

The cracks in Tibetan society are starting to show, and it is now coming to the attention of local Indians who have all but identified the Tibetan leadership as the source of the divisions. According to this author, disunity amongst the Tibetans is now creating problems for Indian law enforcement agencies, and this disunity may culminate in young Tibetans holding silent grudges against their host country. It is incredible that after six decades of generosity from India, Indians are now facing the very real possibility Tibetans can be ungrateful towards India. The Tibetan leadership totally failed to impart positive values upon their exiled community, like gratitude for those kindest to them and the need to repay these kindnesses with real, tangible results. It’s also very unlikely that the Tibetan leadership will now start to do this, after six decades of failing to do so. Indians need to realise this, and see that there is no benefit for their nation to align themselves with the Tibetan leadership, and there never will be.

Although the Dalai Lama has offered an apology, the Arunachal Pradesh Congress Committee (APCC) still expressed their disappointment over his controversial comment on Nehru, the Arunachal Pradesh Congress Committee (APCC). Dalai Lama called Nehru self-centred.
The Congress said Dalai Lama being a foreigner should shun and refrain from interfering in the internal as well as external affairs of India.
