On 17th May 2017, the Central Tibetan Administration (CTA; Tibetan leadership based in Dharamsala, North India), the exile government of the 14th Dalai Lama, released a video with the title ‘Ten Facts About the Missing Panchen Lama’. It was on the occasion of the “22nd anniversary of the enforced disappearance of Gedhun Choekyi Nyima”, the boy that the Dalai Lama had declared to be the reincarnation of the 10th Panchen Lama.

The Department of Information and International Relations (meaning the CTA’s propaganda department) had enlisted the help of a member of the Indian Parliament, Dr Abishek Singhvi to declare the alleged 1995 abduction of Gedhun Choekyi Nyima by the Chinese government as, amongst other things, a “major invasion of the fundamental, spiritual and religious rights of the Tibetan people”. The said video also ascribed a number of adjectives to the Chinese government – harsh, cruel, dictatorial, unrepentant, and unrelenting; it accused the Chinese government of having applied “brute force” in appointing a puppet 11th Panchen Lama who, Dr Abishek declared, will be met with repulsion and rejection.
The elasticity of truth
The 2017 video was then the latest in an ongoing series of CTA-sponsored agitprop with two specific and conjoined purposes — (i) to continue to conjure up whatever controversies were possible such as the Panchen Lama issue in order to undermine the credibility and reputation of China; and (ii) to keep existing fault lines such as the Panchen Lama controversy created in 1995, from repairing.
In its confrontation with China, smear campaigns and the promotion of highly inflammatory issues that could incite social unrest within China were the Dalai Lama and Central Tibetan Administration’s (CTA) weapons of choice, which they wielded with incredible skill. The Dalai Lama, an astute politician who has wielded unfettered power for far longer than any government or dictator in history, knew well what the Chinese feared most, which is expressed in an old Mao dictum – “a single spark can start a prairie fire”. Therefore, creating sparks became an art form of the Tibetan government in exile.
But there are other aspects to the Dalai Lama’s range of armaments in the Tibetan people’s conflict with China — an uncanny ability to find and use knowing and unknowing proxies such as Dr Abishek to broaden the frontage of attack on China, and knowing when to take up and when to let down such allies which were often used as mere collateral.
And so, one year later, on 25th April 2018, the Dalai Lama made a complete mockery out of not only Dr Abishek Singhvi, the Indian Member of Parliament, but also the International Campaign for Tibet (ICT) chaired by Richard Gere, the United Nations, a list of US-based lobbyists and politicians, and even the CTA itself; indeed, everyone who since 1995 had been led by the Dalai Lama to believe that Gyaincain Norbu, whom the Chinese government had recognized and enthroned as the 11th Panchen Lama, to be a fake and merely a political puppet.

In speaking to members of the media on his arrival at Gaggal Airport in Dharamsala, the Dalai Lama said that in the Tibetan Buddhist tradition, it is not unusual for enlightened beings to have as many as five reincarnations, citing the example of a famous Tibetan Buddhist personage. Taken in context, what the Dalai Lama meant was that both the Chinese-enthroned 11th Panchen Lama (Gyaincain Norbu) and his 1995 candidate, Gedhun Choekyi Nyima are equally rightful heirs to the throne of the Panchen Lama and, in fact, the Dalai Lama acknowledges the Chinese Panchen Lama to be the official 11th Panchen Lama. In essence, what the Dalai Lama said is tantamount to an endorsement of the Chinese-enthroned 11th Panchen Lama Bainqen Erdini Qoigyijabu (Panchen Gyaincain Norbu) and a recognition of his legitimacy as the highest-ranking Tibetan Buddhist lama in Tibet, in the Dalai Lama’s absence.
The mystery is how a ‘fake’ could have morphed into an authentic 11th Panchen Lama, worthy of the Dalai Lama’s approval and commendation. Clearly, the candidate the Chinese government chose and enthroned has not changed and neither has the Chinese government, the Dalai Lama or the enmity between them. But those who are more familiar with Tibetan Buddhist history would know that this is not the only time the Dalai Lama has made a sudden about-turn on issues which logically cannot alter in its substance in such a casual way. The Dorje Shugden controversy is another whereby the Dalai Lama had personally worshipped this Tibetan Buddhist deity for close to 40 years, even composing one of the most popular praises to him, before suddenly declaring the same deity, Dorje Shugden, to be a malignant force to be shunned.
Effectively, the Dalai Lama was admitting that he had erred on the Panchen Lama issue, a controversy that he had fanned for over 20 years. In 1995, the Dalai Lama had insisted that he could not accept Gyaincain Norbu as having any possibility of being the right Panchen Lama. This was because the Dalai Lama had “conducted all the necessary religious procedures with great care” before naming his own candidate as the reincarnation of the 10th Panchen Lama and that the Dalai Lama’s recognition could not be wrong and “cannot be changed”. His recent remarks however concede that the Chinese government has chosen the correct reincarnation of the 10th Panchen Lama and the methods the Chinese government employ in the recognition process of high tulkus is in fact proper. The Chinese government definitely consulted very high lamas who are in Tibet to use their ancient methods, to recognize the 11th Panchen Lama.
Ironically, the Dalai Lama has himself said on a number of occasions that the tulkus of high lamas guide their own reincarnations and there is no way for any man or force to manipulate or hijack the reincarnation of a highly realized being. That is to say, if the 10th Panchen Lama wanted to take rebirth in a situation whereby he is recognized by the Chinese leadership, then that is exactly what he did. The Dalai Lama also cited the historical example of Khyentse Wangpo of the Sakya tradition as proof that high lamas can take up to five reincarnations – Body incarnation, Speech incarnation, Mind incarnation, Activity incarnation and Qualities incarnation. In fact, the 10th Panchen Lama himself was one of two qualified incarnations, the other being Panchen Otrul Rinpoche who continues to turn the wheel of Dharma in Europe, America and the Far East. This is no secret and the Dalai Lama is fully aware of all this.
So, it cannot be new information that suddenly changed the Dalai Lama’s mind about the Chinese Panchen Lama. But that narrative would not have suited the Dalai Lama’s intended agenda at the time nor would it have been useful to the Tibetan cause for the past 20 years. But it suits the Dalai Lama’s scheme now. And so, we see in this situation a very powerful weapon the Dalai Lama exerts — the ability to bend facts and reality without being questioned. And as the Dalai Lama demonstrates on this occasion, in a mere two minutes, he has created a seismic shift in the Tibetan people’s engagement with China, one that will seal their fate forever.
Whether intended or not, the Dalai Lama has also effectively given his seal of approval to China’s claim as to its capability and sovereign right to be involved in spiritual matters. He has cleared the way of old obstacles for China to get a firm handle on Tibetan Buddhism as an instrument of control, the same power the Dalai Lama has himself wielded for over 60 years with unprecedented deftness.
In the very same interview at Gaggal Airport on 25th April 2018, the Dalai Lama also reported that Gedhun Choekyi Nyima, whom the Dalai Lama had claimed was kidnapped and has been held prisoner by the Chinese government since 1995, was in fact doing well and is receiving a good education. Since 1995, the Dalai Lama and his supporters have roused the world’s ire against China for allegedly abducting and illegally detaining Gedhun Choekyi Nyima as the world’s youngest political prisoner, and this case has been regularly cited as being a prime example of China’s abuse of human rights. But now, the Dalai Lama’s statement seems to indicate that, far from being abused and denied his human rights, Gedhun Choekyi Nyima has been treated well and even provided with a good education.
This statement is incongruous with the portrayal of the Chinese government by the Tibetan leadership over the decades, i.e. that of an oppressive and brutal regime that ruthlessly disposes of its enemies and those it sees as a threat. However, this incongruity does expose a characteristic of the same Tibetan leadership, that which treats facts and realities as putty to be shaped and moulded to fit shifting agendas.
The characteristic flip-flop of the Dalai Lama
Whilst the latest statement by the Dalai Lama on the Panchen Lama issue seems off-the-cuff, it should be disturbing that the Dalai Lama can be so flippant over something of this magnitude. The reincarnation of such a key figure in the Gelug lineage goes to the heart of Tibetan Buddhism and should never be taken lightly. And yet, this glibness offers a tremendously valuable opportunity to examine the character of the Dalai Lama and Tibetan leadership by exploring possible reasons for the Dalai Lama’s very sudden change of tune regarding a highly-charged issue.
1. The Dalai Lama was genuinely mistaken
The power and prestige of the Dalai Lama comes from his image (be it real or carefully manicured) as a simple Buddhist monk who is the embodiment of all that is good in the world, and who also happens to be a Buddha, and therefore can do no wrong due to his spiritual invincibility. On this premise alone, millions heralded the Dalai Lama’s views and became blind propagators of his ideologies and agendas. The Dalai Lama’s narrative and, by extension that of the CTA, were embraced by fans all over the world and upheld as dogma.
The Dalai Lama’s change of tune now regarding the ‘Chinese Panchen Lama’ sits very uncomfortably with the presumption of his spiritual invincibility but this is not immediately obvious to those who have been trained to merely follow instead of think and rationalize for themselves. If one were to apply logical thought to the issue, then either the Dalai Lama was wrong in 1995 to have proclaimed the Chinese Panchen Lama to be counterfeit, or he is wrong now to declare the Chinese Panchen Lama to be authentic and worthy to be regarded as the “official Panchen Lama” (in the Dalai Lama’s own words).
The Dalai Lama cannot be right on both contradictory counts but is it a question of his spiritual competence or a question of his integrity? From the perspective of spiritual examination, the Dalai Lama is said to be none other than the Buddha of Compassion, the great and all-knowing Avalokiteshvara or Chenresig. The Panchen Lama in turn is the Buddha Amitabha. Both are Buddhas and if this is true, how can one Buddha (Dalai Lama) be mistaken in recognizing another Buddha (Amitabha) when both are supposed to be of the same awakened essence? To suggest so would be to assail the very foundations of Buddhism. In short, it can only be a question of human integrity and not a question of spiritual efficacy.
Either the entire corpus of Buddhism is formulated on false assumptions or the Dalai Lama is a mere human being and subject to faults, mistakes and vices. Either way, it should be clear now that it would be a grievous error to blindly follow a leader on the presumption of soundness and trustworthiness in everything he does and proclaims. And if there is a case to be made for the human fallibility of the Dalai Lama, then one should also call into question the Dalai Lama’s endorsement of Ogyen Trinley Dorje as the 17th Karmapa; he was one of three claimants but the Dalai Lama proclaimed him to be the only correct and rightful throne holder of the Karma Kagyu lineage. It would also mean that the Dalai Lama very likely erred when he declared the Dharma Protector Dorje Shugden to be a demonic force after he himself worshipped the deity for close to 40 years.
History will judge how the Dalai Lama, the supposed personification of compassion, could have allowed so many innocent and unknowing people to attack and denounce the Panchen Lama, the living Amitabha Buddha; the Karmapa, the living Bodhisattva Chenresig Simhanada; and Dorje Shugden, an enlightened being with a lineage that is over 300 years old, at a karmic cost that would be frightening if it could be calculated.
2. Political expediency overrides spiritual truth
It is common knowledge that the Dalai Lama and the CTA have increasingly been given the cold shoulder by world leaders as the Tibetan issue becomes a dangerous liability and burden. India is the latest to keep the Dalai Lama and the Tibetan exile government at arm’s length, after almost 60 years of unprecedented support for the Tibetan cause. It was only with the blessings of the Indian government that the Tibetan leadership was able to form and function as a government without a country and without any accountability whatsoever. No other ‘government’ in the world enjoys such a privilege and with India’s permission, the Dalai Lama and the CTA have been emboldened to traverse the world and spread enmity against China.
In the meantime, countless NGOs and charitable organizations have sprouted globally, all collecting funds in the name of the Tibetan struggle. On top of this is funding from the United States of America which came as aid for the Democratic David in his struggle with a Communist Goliath. Little is known of how much or how little of these funds actually reach the poor Tibetan refugees but clearly, the CTA very quickly realized that it is very lucrative to be a thorn in China’s side, and that being in exile offers financial rewards they could not have received as a legitimate government. All they really had to do was remind the world of China’s oppression and Tibet’s ‘victimization’ by a vicious Chinese monster.
But now, with India changing its stance on China and preferring to formulate a new friendship with her mighty neighbor, the Dalai Lama and CTA may soon find themselves without their main sponsor. Left with little choice, the Dalai Lama now feels the need to appease China instead of irking her as he and the CTA have done for the past 60 years, all the while blaming the failure of the Tibetan people to return home on China’s refusal to come to the negotiating table.
The Dalai Lama’s endorsement of the Chinese Panchen Lama comes only days before an all-important closed door meeting between India’s Prime Minister Narendra Modi and China’s President Xi Jinping. It is expected that the Tibetan issue is on the agenda along with other border issues affecting Sino-Indian relationships.
In this context, the Dalai Lama’s change of tune is consistent with his other dramatic shifts including open declarations that “Tibet can remain in China”; that Tibet needs more development, which itself is a clear acknowledgment that the Chinese government have created benefits for the Tibetan people; and expressing his wish to return to Tibet as an individual as opposed to being a key person in the Tibetan people’s political struggle against China. In proclaiming that highly realized beings like the 10th Panchen Lama could have taken more than one reincarnation, the Dalai Lama provides an avenue that legitimizes the Chinese Panchen Lama and, in effect, signals an end to Tibetan aggression towards China and perhaps the beginning of a new era of engagement. In this way, the Dalai Lama shows himself to be an astute politician to give away as a bargain, something that would soon be lost to him anyway.
In any case, this new approach of appeasing China seems to be the Dalai Lama’s chosen method at this time to solve the Sino-Tibetan conflict and to pave the way for himself and the Tibetan people to finally return to their homeland. This is the wish the Dalai Lama has harbored for 60 years and which has become more pronounced recently.
However, the Dalai Lama’s conciliatory overtures alone will not work, if it does not translate into official CTA policy. This will not be an easy sell as the likes of Sikyong Lobsang Sangay and Dhardon Sharling will have to face recalcitrant Rangzen warriors and those intoxicated with fumes of hatred for China, fed to them over decades, ironically, by the Tibetan leadership themselves.
No one can predict how well the Tibetan people will take to what is clearly the Dalai Lama’s new strategy. But it is clear that those who refuse to toe the Dalai Lama’s new line with regards to the Chinese Panchen Lama and all that the Panchen Lama stands for, are in fact working against the Dalai Lama and the weakening Tibetan cause. It remains to be seen whether the Tibetan cause will be finally lost because of the external enemies of the Tibetan people or the internal enemies who have sought to derail the Tibetan struggle through a myriad of distractions such as the Dorje Shugden conflict.
Significance of the Dalai Lama’s new proclamation
The Panchen Lama issue is one that has significant spiritual bearing. The Dalai Lama and Panchen Lama are regarded as the Sun and the Moon in the Tibetan Buddhist cosmos. In the absence of the Dalai Lama, the Panchen Lama becomes the highest authority in Tibet, as both a political and spiritual leader. In addition, the Dalai Lamas and Panchen Lamas have interchangeable roles as teachers and students, and are instrumental in finding and recognizing each other’s reincarnations. The office of the Panchen Lama is therefore a highly significant role that the CTA would be highly vested in keeping within their control. It is in fact the gateway to controlling the reincarnation of the 15th Dalai Lama and all future Dalai Lamas and Panchen Lamas.
If the Dalai Lama’s endorsement of the Chinese Panchen Lama is a politically motivated move, then we see clearly that the politician in the Dalai Lama triumphs over his role as a spiritual guardian – the integrity of the so-called Tibetan cause, and the future of the Tibetan nation can be offered up as a sacrifice on the political altar of the Chinese government, so long as the Dalai Lama’s personal wishes are met. If there is any credence in this view, then there should equally be credence in the suggestion that both the Karmapa controversy and Dorje Shugden issue are politically charged contagions introduced into the Tibetan community by the Tibetan leadership, to divide and conquer.
For over 20 years, the Karmapa and Dorje Shugden controversies created intractable schisms within Tibetan communities worldwide. Add into this mix, the Rangzen (total independence) versus Umaylam (meaningful autonomy) debate and pre-existing regional rivalries, and very quickly one sees why the Tibetan freedom movement never really gained traction. These divisive issues were all creations of the Dalai Lama. And now that the Dalai Lama has done a volte-face on the topic of the Chinese Panchen Lama, is it possible that he might one day do the same for the Dorje Shugden ban, as well as his endorsement of the Karmapa Ogyen Trinley? It remains a highly plausible scenario given recent events.
To be very sure, the Tibetan leadership has taken every opportunity in the last six decades to insult China and accuse her of all manner of crimes against humanity. It is left to the imagination what might have happened if the Dalai Lama had used his CTA to bolster the unity of the Tibetan people and instituted conciliatory moves towards China as a matter of policy instead of a desperate and nervous reaction.
Checkmate on the Tibetan struggle
Whether the Tibetan people realize it or not, the Dalai Lama’s endorsement of the Chinese Panchen Lama is the tolling of the bells signaling the death of the integrity of the Tibetan leadership and with that, the Tibetan fight for freedom. The Dalai Lama cannot claim to be a victim of China’s vicious oppression, forced to seek asylum and at the same time openly express his willingness to return to Tibet and come under the sovereignty of this so-called oppressor.
Neither can the Dalai Lama claim that China is committing cultural genocide on the Tibetan people but Tibet should remain in China anyway because of the benefits and development it receives under the Chinese government.
Neither can the Dalai Lama or any Tibetan now argue that China has no right to recognize the next and 15th Dalai Lama when he has openly affirmed the authority of the Panchen Lama who is empowered by tradition and now consent, to do precisely that on behalf of China. Now, not only is China in possession of the Golden Urn, traditionally used in the confirmation of high incarnate lamas, but China also has the 11th Panchen Lama. And as we have already seen, it is the Panchen Lamas who recognize and enthrone the reincarnations of the Dalai Lamas.
Neither can the Dalai Lama say that the Chinese Panchen Lama is a rightful incarnation of the holy 10th Panchen Lama and is an emanation of Buddha Amitabha, but that the same Buddha is also a demon worshipper, because the 11th Panchen Lama is known to be a practitioner of Dorje Shugden.
Finally, neither can the Dalai Lama deny that all his statements are inconsistent with one another and are taken to new heights of absurdity when framed within the ongoing policies and activities of the CTA. The Dalai Lama’s latest stance on the Chinese Panchen lama signals his decision to ‘work with China’ and to cease heaping vitriol upon her via issues such as commenting on China’s human rights record and also the Dorje Shugden controversy which the CTA have falsely claimed to be a ploy by the Chinese government to undermine the Dalai Lama’s reign and destabilize the Tibetan community. This about-turn by the Dalai Lama may be disturbing to those who have held on to his every word as sacred, but it may be the only avenue left for the Tibetans to achieve their fast fading hopes of returning home.

On June 28, 2016 and July 26.2017 the Tengyeling Oracle predicted that the 11th Panchen Lama would be the key to our future and the future of Tibet.
From the July 27, 2017 article on this site the Oracle channeled the Dorje Shugden Dharmapala METHAR and he stated.

Now that Dalai Lama endorses the Chinese recognized Panchen Rinpoche, we can trust he is a real one. He is a emanation of the previous one. There is no more doubts unless you doubt the Dalai Lama. All those people who attacked the China recognized Panchen Rinpoche as fake should keep quiet now. The China recognized Panchen practices Dorje Shugden and has Dorje Shugden image in his monastery of Tashilunpo. There is a big chapel to Dorje Shugden in Tashilunpo Monastery in Shigatse.

Like the Karmapa issue having two to three candidates, the emanations of the Panchen Lama are capable of doing the same too. So it is good that the Dalai Lama is saying what has been the truth all along and that is Panchen Lama recognized by the Chinese is equally as qualified to ascend the throne of the Panchen Lamas.
With India and China now actively becoming fast and close friends, it is only a matter of time, Tibetan agenda is pushed to the back no longer at the fore front as how India used to do it.

Now all those who were campaigning to free the Panchen Lama would look like fools. Don’t think this would go down very well for those who backed this campaign as they now do not have any more cause against China. Their sympathisers would probably jump ship now that the Panchen Lama is alive and WELL, as reported by His Holiness himself.
CTA cannot use the kidnapped Panchen Lama pawn against China anymore. One less reason to flame China means CTA’s case against China’s so-called cruelty is weakening.

Who started all this mess with the now “Official” 11th Panchen Lama.
It wasn’t the CTA.
It was the Dalai Lama.
Stop making this a CTA issue.
They didn’t start and if you look at the video the President of the CTA was standing next to the Dalai Lama during his speech on the Chinese Panchen Lama.
He was standing there in agreement with the 14th DL.
One of the newspapers listed in that article is the CTA’s own publication.
The CTA is agreeing with the Dalai Lama about the Chinese 11th Panchen Lama.

The Dalai Lama has in fact accepted Dorje Shugden with the recognition of the 11th Panchen Lama.
He is fully aware that the 11th PL is a follower of Dorje Shugden.
He is also fully aware that the 11th PL is giving public teachings and the “Life Empowerment Ceremony” of Dorje Shugden all through Tibet.
Yet during his public statement about recognizing the 11th he never said one word against the 11th and Dorje Shugden.
To get around the issue of his “Ban” the 14th will blame both the Nechung Oracle and the late Lamo Tsangpa Oracles for false trances.
He will say that the evil spirit “Nyatrul” is totally at fault for these false trances.
With this new information the 14th will lift the ban on Dorje Shugden.
Why would he continue his ban on Dorje Shugden when his new best friend the Chinese 11th Panchen Lama is PRO Dorje Shugden.

The pro-rangzen people will probably go against the Dalai Lama’s statement because the very fact they keep protesting and asking for a “Free” Tibet tells us that they may respect the Dalai Lama but they do not respect him enough to go along. So within their own community there is already a split. But I guess many will have to quiet down, hopefully, because the Dalai Lama does not have many years left to be very honest.
But what is good is if the Dalai Lama can say such a thing SUDDENLY, which does not make the China backed Panchen Lama anymore real then he is, brings some kind of hope that perhaps one day, the Dalai Lama will be able to say something tactful to stop the discrimination on Shugden practitioners and accept us again.
All this goes to show that the Dalai Lama is indeed a politician, a very seasoned one indeed, he is after all the Dalai Lama.

I use to work for the Tibetan govt in exile for a few years after graduating in Dharamsala’s TCV school. I was so proud to work thinking I am serving the Tibetan people. After 6 years I quit because I see they have no clear policies, they always lie, so much nepotism, many of the ‘officials’ pocket the aid money coming from USA. I was disgusted. Then when their policies keep changing and one scandal after another is surfacing, I was truly disgusted and let. I know now for a fact as I have friends there still that they are finding it difficult to get Tibetans to work for them as their rampant corruption is common knowledge now. Tibetans do not respect their govt in exile and losing hope in His Holiness the Dalai Lama.

The Dalai Lama not only acknowledges his candidate is still alive, he also endorsed Chinese-backed Panchen Lama as official one.
The CTA and supporters who had spent 22 years using missing Panchen Lama as a cause against China, it is time to stop all your propaganda and hatred. The campaign against China is useless from now on because Dalai Lama’s endorsement to the Chinese-backed Panchen Lama has said it all, Dalai Lama wants to make peace with China.

This is a very detail analysis article which brought to many thinking. With H.H Dalai Lama endorsed the Chinese Panchen Lama. It have a very deep meaning in it.
1) From the moment onward, the China government will have official authority on Tibetan Buddhism. The power that Dalai Lama hold on will be giving to China. All the high lama reincarnation will be recognize by Chinese government.
2) It is a moment where the hatred towards China government will have to end. And it is an era where Tibetan refugees have to compromise with China government if they wish to go back to Tibet.

Is it time to save the sinking ship that is the Tibetan cause? But wait a minute, the ship has already been sunk for the likes of Mr Ugyen Gyalpo.
Gone are the days when Tibet’s independence was possible, yet Tibetans like Mr Gyalpo are still living in a fantasy, asking the Central Tibetan Administration (CTA) to go against the Dalai Lama’s goal of meaningful autonomy for Tibet, and advocate full independence instead. On top of that, he wants India to help Tibet gain its independence, disregarding how these actions would jeopardize India’s relationship with China.
This is the same kind of illogical, self-centred, wishful thinking that caused the Tibetans to lose their country to China by signing the 17-Point Agreement in 1951. Why ask someone to fight for a lost cause? Perhaps Mr Gyalpo was on holiday and did not catch the latest media flurry about the Dalai Lama stating that he is happy for Tibet to be in China. The CTA President Lobsang Sangay even urged Tibetans to make the Dalai Lama’s dream of returning to Tibet come true.
It is time for My Gyalpo and other pro-independence activists to seriously wake up from their self-imposed slumber and plan what they can actually do if and when the Dalai Lama gets the green light to go back to Tibet. Do they want to support the Dalai Lama, their spiritual leader? Or will they betray and abandon him?

In March 2018, Tibetan protestors gathered near the Tibetan parliament, seeking to impeach Lobsang Sangay because his actions are unjust and akin to those of a dictator. Protestors also questioned his sudden termination of Penpa Tsering, the former Representative of the Office of Tibet in Washington, DC, who was his arch-rival during the 2016 Tibetan election.
But this is not all, Lobsang Sangay’s CV includes a long list of deceitful actions, such as hiding the loan trail of $1.5-million taken by his office from Tibet Fund to purchase a building to house the Office of Tibet in DC. He even ordered the Auditor General to remove any mention of the loan in various financial reports. Lobsang Sangay is also alleged to have sexually assaulted an intern of the International Campaign for Tibet advocacy group. Even before he became the Sikyong (the president of the Central Tibetan Administration), scandals surrounding his actions were rampant. Four years after buying a house near Boston, his US$227,000 mortgage disappeared overnight, one week before he became the president of the CTA. It is no wonder that Tibetans like Pelgyamo express their dissatisfaction by posting sarcastic comments on Lobsang Sangay’s Instagram page.

The Dalai Lama will have to give more concessions to China because he wants to return to Tibet. His talks against China for 6 decades internationally has brought no results. He could not embarrass China to his will. He is old and his time is short. The fate of his people hang in the balance of his negotiations with China which has failed so far. It shows he is not politically astute. Dalai Lama may have won over the world and is the media darling being the ‘man of peace’, but it is hollow because he has secured nothing for his people and nothing for Tibet. No country will go to war with China for Dalai Lama. This says it all. So he realizes he has to humble down and appease China. He has to watch his speech, behaviour and actions to please China. He should have realized this decades ago. Too bad it took him this long to humble down.

The Foreigners Registration Office (FRO) in Dharamsala refusing to accept Tibetan RCs (Registration Certificates) is yet another example of interference by the Central Tibetan Administration. Tibetans need this document to apply for an Indian passport. The CTA does not want to lose its grip on Tibetan refugees, as fewer refugees under their control means less foreign aid. That translates to less money that they can line their own pockets with.
This is not the first time that the CTA has created problems for Tibetans who wish to apply for Indian citizenship. Last July, the CTA ordered all its departments to stop issuing NOC (No Objection Certificates) to Tibetans applying for Indian passports, effectively sabotaging India’s goodwill of offering citizenship to eligible Tibetans. Perhaps that is a reason why many Tibetans are leaving their settlements in India, some of them even returning to Tibet! The CTA’s days as a ‘government’ are numbered, as more and more Tibetans apply for Indian citizenship or leave the CTA’s influence in India altogether.

Regardless of the motivation behind such change, am just banking on such winds of change to continue. After all, if there can be such flippant U-turn without much justification for such change of position in respect of the recognition of Panchen Lama (who is in Tibetan Buddhism only second to the Dalai Lama and who will also play an integral role in the recognition of the next reincarnation of Dalai Lama) why not for Dorje Shugden?

It has been 6 decades of Dalai Lama running around the world and collecting hundreds of millions of dollars and at every opportunity saying negative things about China thinking the various countries will come to his support to force China to do what he wants. It sure did not come true. Now China is more and more powerful and Dalai Lama’s relevance is getting less. Dalai Lama better be very careful and stop creating schism, banning Dorje Shugden, interfering in Indian politics and he better keep quiet on China. Dalai Lama cannot compete with China-wake up to the reality. He better listen to what China says or he will never visit Tibet in this life again. The Dalai Lama Fears that He Might be Expelled from India!
The situation in India is not getting better for the Tibetan government in-exile or the Dalai Lama. Since India is getting closer to China, this trend will not slow down. Whether it is the current Prime Minister Modi, or the next Prime Minister of India making efforts to get close to China, it does not matter because the momentum has started. It benefits both India and China tremendously to be friendly and on good terms with each other. The parasite-like Tibetans leeching off India brings no benefit whatsoever to India and India realizes this sad fact finally. The Dalai Lama and his team in the Tibetan government in-exile have created so many problems externally for India and internally within the Tibetan communities, enough is enough. Tibetans like to use India to irk China. They have done that for decades and now it’s over. The Tibetans have been put in their place. The Indian government has been snubbing the Dalai Lama this year. The Dalai Lama and his cohorts have created tremendous problems, segregation, hatred, and violence towards thousands of Dorje Shugden practitioners, now that karma is coming back. Too bad. The Tibetan leadership is losing support from India, in fact, Modi purposely humiliated the Dalai Lama. The Dalai Lama and cohorts have less power to create so much schism and trouble now. If you read this article carefully, the Dalai Lama himself has expressed concerns he might be kicked out of India. It has reached this level that the Dalai Lama is unsure of his footing in India now. More and more Tibetans are expressing their dissatisfaction with the Central Tibetan Administration (CTA). This even extends to accusing them of ruling without legal precedence. This is a serious matter as their management of funds, administrative procedures, and even their governing constitution are all flawed. From the simple of choice of words used for the translation of a title, the CTA have exposed the way in which they run their “nationless government” in an egotistical and self-serving manner. The CTA simply do things based on their personal agendas and needs, using the title of democracy as a cover.
Clearly, there is no system of governance for what the CTA do and how they spend the money they gain from people sympathetic to the Tibetan plight, aid from their host and donors from around the world. Since law is at the core of any administration, their underhanded tactic of finding loopholes and bending the rules to suit their individual needs has failed the Tibetan people. As an ex-Senior Fellow of Harvard Law School and a self-proclaimed expert in international human rights law, Sangay deters people’s faith in the integrity of a leader and the legal system, instead of upholding the cause of justice. After the public apology during his swearing in ceremony in 2016 and his firm pledge not to repeat his misconduct, it looks like Sangay is at it again.

Dalai Lama is always changing his policies. He is acting more like a wily politician than a monk. First Dalai Lama says the China backed Panchen is fake and now he makes a full 360 degree turn and says that he is an emanation. Dalai Lama is saying Panchen Lama chosen and supported by China is good, an emanation and we can follow him and some more he has a very good teacher meaning this China Panchen will be knowledgeable. My goodness. He is always changing his mind and hard to follow him. I left Kadampa centre and gave up my nun-hood because I could not hack the hard work, discipline and self improvements. I joined the Dalai Lama camp so I belonged to someone or something which is famous so I can gain instant attention. Making friends with Tibet house head didn’t help me either. But now that the Dalai Lama is doing this, I am regretting leaving Kadampa and joining Dalai Lama’s camp.
I’ve not done much with my life and I am in a nursing home alone without many visitors. My grand-kids hardly visit me. I am lonely, frustrated and wished I stuck to finishing what I started out and disciplining myself. I needed some excitement and a feeling of importance so I started a hate group on FB. I run hate against Kadampa organization FB page and encouraged many to hate under the guise of healing. I wanted many to speak up against Kadampa centre so I would feel better. Well that has been going on for a few years and guess what? That page is dying now as how much hate can we spew till we are bored with ourselves. I spewed hate so I feel justified for leaving Kadampa and my nun-hood. I always needed justifications for failing. It’s the story of my life. Now I am a lonely old woman and having doubts on the Dalai Lama and my ‘good’ friend in Germany who is a paid ex stasi worker who spins social media to make Tibetan govt look good and now a ‘monk’ does not give me much support either. He thinks he is doing such a fine job, but he is not doing well either. His stasi background defecting from E. Germany does not serve him well as he has that background of watching and reporting on neighbours. I wish I never left Kadampa centre.😒

Wow what a major turnaround from the Dalai Lama, still it is a good turn around. One can hope and pray that one of the concerns of the Chinese before they allow the Dalai Lama to return to China is to ensure the Dalai Lama does not discriminate against Dorje Shugden people once and for all.

India tightening its grip on the Dalai Lama and Tibetans
The Indian Ministry of Home Affairs (MHA) has directed Himachal police to tighten its grip on Tibetans meeting His Holiness the Dalai Lama. Those Tibetans without paperwork showing individual identity and establishing legal credentials of their arrival in India will be turned away from seeing the religious leader. Undocumented Tibetans have been arriving in India, usually from Nepal, where they are aided by the Tibetan communities there. India seems to clamping down of Tibetan activity, from cancelling Thank You India events in Delhi and now restricting Tibetans from seeing the Dalai Lama. What else with the Indian government do next?

Things are going to be very different for Tibetans in India from now on as Sino-Indian relations get warmer by the day. India has vowed to firmly adhere to the one-China policy and ensure Tibet-related issues are handled ‘properly’. This means India will tighten her grip on all Tibetan-related activities. The representative of the Dalai Lama and former prime minister of the Tibetan government in-exile Samdhong Rinpoche during an important meeting having a nice sleep. The Tibetan government in-exile are run by people like this who have no control over their body and manners. They only stay awake in the meeting if there is FREE aid money coming their way to line their pockets. Shameful how Samdong Rinpoche is sleeping in the middle of a meeting and he represents the Tibetan government in-exile. The Dalai Lama has emerged as the biggest talking point during informal Sino-Indian bilateral talks during 2018, such as the Wuhan Summit. This is all due to concerns related to the Dalai Lama’s health. China wants the Dalai Lama to travel to Tibet, knowing that it would most probably be a one-way ticket. India on the other hand initiated the talks, shunning the Dalai Lama and kowtowed to China’s rising power. Their aim was to strike a deal to resolve border issues.

The Central Tibetan Administration may be delighted to read the Daily O’s claim that His Holiness the Dalai Lama was the main subject of discussion during the recent informal summit in Wuhan between Prime Minister Modi of India and President Xi of China. However, it is said that the discussion was prompted by the Dalai Lama’s ailing health, and that China and India entered into discussion to avoid a sequel to the 73-day stand-off between two countries. Perhaps the dialogue between His Holiness the Dalai Lama’s representatives and Beijing may finally resume since Prime Minister Modi and President Xi are being brought into the picture.

Here is another article that gives a bleak assessment of the situation regarding the Dalai Lama and of the Tibetan cause. It mentions clearly how Tibet is losing out to China and why. It also explains why Lobsang Sangay is feebly respected by the Tibetan diaspora. The articles does not foretell good news for the Tibetan diaspora, in fact it does not even give a possible outcome for what is going to happen to them. It shows how the Dalai Lama is losing influence over world leaders from countries like the Netherlands to the United States. Such articles are becoming increasingly common because they reflect the situation for the Tibetans in-exile and their leaders.

UNRULY TIBETANS FIGHTING AT DALAI LAMA BIRTHDAY PARTY AGAIN
July 2018-NYC- Tibetans fighting at some birthday celebratory event for His Holiness the Dalai Lama. They set up a throne in the back, place Dalai Lama’s picture, and they fight, push, shout, scream at each other right in front of the throne of Dalai Lama and it’s filmed. That is the level of the Tibetans overall. Tibetans are not gentle, Buddhist, peace-loving, tolerant people as they portray to the world. They are rough, rude, hateful, vengeful, violent, regionalistic, narrow minded and will create trouble wherever they go. Very feudal. They always resort to vulgar words and violence. There are some moderate Tibetans, but on the whole they are very violent people who do not practice Buddhism. The average Tibetan know nothing of Buddhism and do not practice. Buddhism is just a meal ticket for them to get to another country. Their support of Dalai Lama is blind and only to be politically correct and they never practice what he teaches. Disgraceful to see a group of violent Tibetans fighting at a Dalai Lama birthday event. Shameful.
Tibetans are not welcomed wherever they go. Bhutanese kicked them out. Nepal hates Tibetans. India has no more use for the ‘refugee’ Tibetans and their temples made of gold. After 60 years they cannot get their own country back. What a bunch of losers and useless government people they have.

The letter:
It is about the incident that happened at His Holiness’s birthday celebration in NYC recently July 6, 2018. Some members of Tibetan woman association approached to Parliamentarian Tenpa Yarphel during the ceremony and complained that his comments regarding Nechung was disrespect to the protector and His Holiness. They also said him that he made many Tibetan people sad with his comments. And told him not to do that again in the future. Then Dhondup Tseten stood up and shamelessly touched those women. That incident almost made the ceremony stopped. To keep maintaining the relationship between Tibetan Woman Association and Tibetan Parliament Representative, TWA are asking for a apology letter from Dhondup Tseten for touching their members.
(It is so sad that in the fake democracy of the Tibetan leadership in Dharamsala you cannot say anything against a leader or criticize. Too bad)

Dalai Lama for debate, discussion to reconcile opposing viewpoints
The Dalai Lama always says we should have honest face to face discussion so misunderstandings are resolved especially on religious issues. Why does the Dalai Lama refuse to meet the Dorje Shugden followers who number in the hundreds of thousands to resolve the Dorje Shugden issue. Many letters have been submitted to request audience since 1996 and he and his office does not reply. Dalai Lama’s spirit of open debate and resolutions is not across the board. Too bad. WHY DOES RICHARD GERE AND DALAI LAMA SUPPORT SOGYAL THE DISGUSTING ABUSER?
As long as you are friends with the Dalai Lama, your actions are excusable, no matter how horrendous they may be. Even something as heinous as sexual abuse of over 60 women can be overlooked when the perpetrator is friends with the Dalai Lama namely Sogyal Rinpoche. Why rush to join the chorus of Hollywood voices condemning Harvey Weinstein’s criminality, but remain silent against Sogyal’s exploitation and abuse of women? Richard Gere was vocal in condemning against all the abuses and attacks against women by Harvey Weinstein. But silent on Sogyal Rinpoche. Tenma deity takes trance of her oracle in Nechung Monastery in Dharamsala, North India. The deity is highly displeased and angry at Sikyong Lobsang Sangye and Penpa Tsering. SUMAA has been consistent in their efforts to evict Tibetans from Arunachal Pradesh as the Tibetans are known to exploit benefits given to locals. The Central Tibetan Administration, especially their so-called ‘president’ Lobsang Sangay, made the situation worse by rubbing salt in the wound, making a statement that Chief Minister Pema Khandu is an ardent follower of His Holiness the Dalai Lama and a lifelong friend of the Tibetan people. This was right after Khandu announced the adoption of the Tibetan Rehabilitation Policy in Arunachal Pradesh.
Tibetan refugees create a lot of problems for the locals no matter where they are, especially in Arunachal Pradesh. They take the locals’ land and resources without giving anything in return, making the locals furious to the extent that they are now demanding a written undertaking from the Tibetan refugees not to claim Indian citizenship and STC/PRC in Arunachal Pradesh. It is time to impeach Sangay for a better leader to guide and take care of the Tibetans in India before the wrath of locals evict Tibetans from the state or even the country for good.

Hollywood is one of the most influential groups of people who have promoted the mysticism of Buddhist Tantra to the world. Together with the media, they have packaged Tibetan Buddhism and Tibetan lamas into a fantasy Utopia, filled with God-like beings who are able to lead people along the quick path to enlightenment.
This propaganda has been widely exploited by the Central Tibetan Administration (CTA) to garner support, especially financial aid, for the so-called Tibetan Cause and the Tibetan struggle against Chinese rule. Little does the West, including Richard Gere and the so-called Buddhist Professor Robert Thurman, know that efforts from China to improve the infrastructure and standard of living for the Tibetans in China have created opportunities for Tibetans to grow and be successful. This is something that is rarely seen in exile under the governance of the CTA.
This false image that has been promoted for the past 60 years or so is now slowly fading away as more and more victims come forward, exposing the sexual abuse they have suffered under the hands of Tibetan lamas like Sogyal Rinpoche. The root of the problem is clear, people are greedy and lazy while wanting quick success and attention. Since they get these from the Tibetan lamas like Sogyal, they are willing to accept the exploitation. This is further driven by fear that they would no longer be seen as the privileged ones in the inner circle if they do not clutch at their lamas and be seen showing tremendous devotion to their gurus. With only a superficial knowledge of Buddhism, this cult-like group of Hollywood stars and American politicians like Richard Gere continue to generate respect and love for their skewed version of the “Dharma”, while real Buddhist masters are relegated to the side lines.

So now the Dalai Lama is trying to tell us both Panchen Lamas are real, they are both the emanation of the 10th Panchen Lamas? Is this one of his tactics to please China so he can go back to Tibet? Most likely it is.
China wants the Tibetans in-exile kowtowing to them, they want to be able to control the Tibetans for national security purpose. For China, it is actually quite easy, as long as you follow what they say and be a good obedient citizen, they will allow you to do most of the things you want to do. Most important thing is to show your loyalty.
If the Dalai Lama and the CTA can show their sincerity in being loyal to China, things will be easier for them. First thing CTA needs to do is to stop being arrogant, be humble to China for the sake of all Tibetans in-exile and the Dalai Lama.

While the government of Nepal has framed a policy to tighten the noose around non-governmental organisations, they have welcomed 30 Chinese NGOs to enter the country. These NGOs will penetrate the country’s social sector at the grassroots level. This is the first time such a large number of Chinese NGOs have entered Nepal at one time. Nepal is increasingly open to Chinese influence, a sign that ties between both countries are strengthening, while India’s influence is being reduced. The time has passed for India’s monopoly to remain uninterrupted in Nepal as opportunities to engage with China are being welcomed.

They mention clearly in an article published August 7, 2018 that the Dalai Lama has a terminal illness. The Prime Minister of India knowing this is now conciliatory towards China. He understands that the Dalai Lama cannot be used as a pawn in irritating China any further. Negotiations are progressing that after the passing of Dalai Lama, his government in-exile will close. Dear Dalai Lama,
Since you started the cruel ban against the 350 year Dorje Shugden practice, how has it benefit your Tibetan society and Buddhism in the world? Things have become worse and most educated Tibetans can see this. They don’t speak out not because they don’t see your ban as wrong, but you instill fear in them and not respect. It is like fear of a dictator. I am sorry to say so. Everyone is divided. There is no harmony. Before your ban there was more harmony and unity.
By enacting the ban, you split the monasteries, split so many families, split regions in Tibet apart, split your disciples from you, split your own gurus from you, split Tibetan Buddhism apart. You have created so much disharmony.
It is not democratic what you have done to ban a religion within your community. You always talk of tolerance and acceptance and democracy and yet you do not accept and tolerate something different from your beliefs. When people practice Dorje Shugden you ostracize them, ban them from seeing you, ban them from using Tibetan facilities. You know you have done that. There are videos that capture your speech and prove this point. You even had people expelled from monasteries just because they practice Dorje Shugden. Some of the monks you expelled have been in the monastery for over 40 years. Many older monks shed tears because of this.
Many young educated Tibetans lost confidence in you as they saw the damage the Dorje Shugden ban created and they lose hope. Many have become free thinkers. They reject what you have done. So many people in the west left Buddhism because of the confusion you created with this ban against Dorje Shugden which is immoral.
You could of had millions of people who practice Dorje Shugden to support, love and follow you, but you scared them away. They are hurt and very disappointed. They loved you and respected you deeply before the ban. It has been 60 years and you have failed to get Tibet back. Your biggest failure is not getting Tibet back after 57 years in exile. Now you are begging China to allow you to return to Tibet to the disappointment of thousands of people who fought for a free Tibet believing in you. So many self-immolated for a free Tibet and now you want Tibet to be a part of China with no referendum from Tibetans. Just like a dictator, you decide on your own. It was your government and you that lost Tibet in the first place. Your policies and style of doing things do not benefit Tibet and Buddhism. You have been the sole ruler of Tibet your whole life and you still have not gotten our country of Tibet back for us. Our families and us are separated. Yet you create more pain by creating a ban to further divide people. Please have compassion.
No other Buddhist leader has banned or condemned any religion except for you. It looks very bad. You are a Nobel laureate and this is not fitting of a laureate. You should unite people and not separate them by religious differences.
You said Ms. Aung San Suu Kyi did not do right to the Rohingya people in Myanmar due to religious differences, but you are doing the same thing to the Shugden Buddhists within your own society. There is a parallel in this. You separate the Shugden Buddhists from the others in Tibetan society.
You have lost so many people who would have loved and supported you. You have lost so much support around the world. The Shugden Buddhists who love you number in the millions. When you are fast losing support from governments and private people, it will not do you well to lose more.
After you are passed away in the future, the rift you created between the Dorje Shugden and non-Dorje Shugden people will remain for a while and that will be your legacy. Disharmony. You will be remembered for this. Not as a hero but a disharmony creator.
Dorje Shugden will spread and further grow, but you will be no more as you are a human. No one wishes you bad and in fact we hope you have a long and healthy life, but we have lost so much hope and have so much despair because of you. All the hundreds of Dorje Shugden lamas, tulkus and geshes are maturing and there are hundreds of Dorje Shugden monasteries in Tibet who will not give up Dorje Shugden. You have made a mistake. These hundreds of teachers and teachers to be will spread Dorje Shugden further in the future.
The gurus that gave us Dorje Shugden as a spiritual practice and you have called these holy gurus wrong and they are mistaken in giving us Dorje Shugden. How can you insult our gurus whom we respect so much? If they can be wrong, then you can be wrong. Then all gurus can be wrong. So no one needs to listen to any guru? You have created this trend. It is not healthy. Your own gurus practiced Dorje Shugden their whole lives. Your own gurus were exemplary and highly learned.
Dalai Lama you have created so much pain with this ban against so many people due to religion. You are ageing fast. Are you going to do anything about it or stay stubborn, hard and un-moving. You show a smile and preach peace and harmony wherever you go. But will you do the same to your own people? Please rectify the wrong you have done. Please before it is too late. You can create harmony again or you can pass away in the future with this legacy of peace. May you live long and think carefully and admit what was a mistake in having this unethical ban against Dorje Shugden religion.

The cracks in Tibetan society are starting to show, and it is now coming to the attention of local Indians who have all but identified the Tibetan leadership as the source of the divisions. According to this author, disunity amongst the Tibetans is now creating problems for Indian law enforcement agencies, and this disunity may culminate in young Tibetans holding silent grudges against their host country. It is incredible that after six decades of generosity from India, Indians are now facing the very real possibility Tibetans can be ungrateful towards India. The Tibetan leadership totally failed to impart positive values upon their exiled community, like gratitude for those kindest to them and the need to repay these kindnesses with real, tangible results. It’s also very unlikely that the Tibetan leadership will now start to do this, after six decades of failing to do so. Indians need to realise this, and see that there is no benefit for their nation to align themselves with the Tibetan leadership, and there never will be.

It is bewildering that His Holiness the Dalai Lama mentioned that he had known of sexual abuse by Buddhist teachers since the 1990s, yet nothing was done to reprimand these Buddhist teachers. After all, such abuses inflict substantial damage to the reputation of Tibetan Buddhism as a whole as compared to smaller issues like Dorje Shugden.
The Central Tibetan Administration was fervent in executing the Dorje Shugden ban, launching a documentary film, books, expelling monks, splitting monasteries and denying access to hospitals, clinics, schools, retail shops and so forth down to even publishing a hit list of Shugden activists in order to encourage violence and lynch mob. Yet, the damage done to Tibetan Buddhism by these lamas seems to be ignored and hushed. Why is the Central Tibetan Administration not doing more to warn the public about these sex offenders like posting a warning list on their website?

His Holiness the Dalai Lama as the Tibetan spiritual leader revered by millions of Buddhists around the world should ensure that the Tibetan spiritual leaders do more to denounce sexual misconduct and abuse of Buddhist teachers as there are far-reaching repercussions and negative impact on Tibetan Buddhism.
While His Holiness the Dalai Lama has been consistent in reminding practitioners about not practising Dorje Shugden in lieu of the social and religious problems associated with it, despite the unsubstantiated claims or justifications, the indolence of the Central Tibetan Administration in taking action to pacify the public disgust against the misconduct of these Buddhist teachers is severely lacking and appalling. The bias in dealing with these issues related to religious matter has again proven the political nature and conspiracy behind the ban on Dorje Shugden.
