The World Shugden Convention, sponsored by a Tibetan Buddhist organization known as the North America Geluk Buddhist Association (NAGBA), was held in Bangkok, Thailand on 2-3 April 2016. The meeting was graced with the presence of over 20 notable Shugden lamas, practitioners and defenders of the lineage, who came from the United States of America, Canada, France, Switzerland, and from Qinghai, Sichuan and Yunnan provinces of China.
Dorje Shugden is one of the most important Dharma Protectors worshipped by the Gelug school of Tibetan Buddhism for the past few centuries. As one of his main functions is to protect Lama Tsongkhapa’s teachings and bring peace and wellness to Gelugpa monasteries, a large pool of Gelugpas are dedicated to his practice.
However in 1996, the Dalai Lama, who was the political and religious leader of Tibetans in exile at that time, made an official announcement that Dorje Shugden was a detrimental practice that harmed the current Dalai Lama and Tibet’s cause. The practice of Shugden was subsequently banned due to these baseless claims, which later triggered severe consequences as Shugden disciples became the object of discrimination and blame for Tibet’s lost cause. Faced with much oppression and harassment from the exile community, many Shugden practitioners in India were forced to practice in hiding, or were once again forced to travel to foreign lands where their religious rights would not be challenged.
The World Shugden Convention was organized by Dorje Shugden practitioners to commemorate the 20th anniversary of the Dorje Shugden Devotees’ Charitable and Religious Society, which was established shortly after the Dalai Lama banned the practice; and also to consolidate actions against continuous suppression by the Dalai Lama and his followers. As a result of the meeting, a consensus was reached on how to consolidate and act against the on-going suppression and a resolution was tabulated to achieve the removal of the ban on Dorje Shugden’s practice.
Throughout the convention, participants exchanged views and information on the universal value of Religious Freedom, the background of Dorje Shugden and his practitioners, factors that shaped the Dalai Lama’s decision to ban Dorje Shugden, and the hardships and problems faced by Shugden practitioners on a day to day basis.
The participants also shared information and undisputed evidence of the Dalai Lama’s actions which have caused much turmoil within the exile Tibetan community. Representative Rapo Gyatso shared how the Dalai Lama harnessed his religious authority to influence political situations. Although the Dalai Lama slanders Dorje Shugden as a harmful influence for Tibetans, much of the actual harm that Tibetans have faced up to this day has been caused by the 14th Dalai Lama, as his works toward the Middle Way Approach and separatism have led to many undesirable events.
Besides the Dorje Shugden ban, we have seen many other Tibetan societies fragmented due to the Dalai Lama’s interference. Amongst these, the most well-known are the issues between the two Karmapas, the two Panchen Lamas, the division of the Chushi Gangdrug and Tibetan Youth Congress; and most severely, the separation of the Gelugpa sect when the Dalai Lama commanded total obedience to his policy of giving up the practice of Dorje Shugden, with severe consequences of religious and secular cuts should the instruction not be complied with. These acts of tyranny are similar if not worse than the dictatorships of the communist country that took over Tibet.
In the past two decades, the ban on Dorje Shugden has split the Gelug lineage into two, forcing many Shugden loyalists to flee India due to the daunting treatment of isolation, discrimination and even threats that were cast upon them and their families. Dechen Rinpoche reminded the audience how the Dalai Lama ordered all monasteries to sign pledges to halt all religious and secular relations with Dorje Shugden practitioners, an action which caused much religious and secular discord. This confusion led to Shugden practitioners being prohibited from buying necessities from their local stores and even turned away from receiving medical treatment in the hospitals. These acts are all in violation of the international laws of Human Rights.
The discrimination against Shugden practitioners does not end there. Geshe Thupten pointed out how many practitioners lost their livelihood for remaining loyal to their Shugden practice. Many who had businesses found that their patrons stopped visiting overnight, while others lost their jobs when their practice of Dorje Shugden was discovered. The exile community’s situation became more and more dire due to the discrimination and ban on Shugden, to the point that monks refused to carry out funeral rites for the deceased, if they were Shugden practitioners.
Another of the main topics discussed during the convention was to have efforts to consolidate all Shugden practitioners for a more productive and effective method of lifting the ban on Shugden. Presently, within Tibet itself, there are 54 different Dorje Shugden associations, and any consolidation to increase solidarity and strengthen the Dorje Shugden cause can only be done by preventing any division or segregation within practitioners. The representatives unanimously agreed that Shugden practitioners must consolidate their groups so that they may gain sufficient influence to draw international attention that eventually leads to a solution for the Dorje Shugden ban. The representatives are dedicated to show the Dalai Lama and the world that they are not going to be bullied into giving up their practice, regardless of the cost to their personal lives.
Shugden practitioners from Tibet who were in attendance also shared their experiences with regards to their spiritual practice. They revealed that the Chinese government provided Tibetans with a favorable environment and legal system which allows freedom of religious belief and a respect for personal practice. Compared to the Kashag, which has intentionally instigated various conflicts within the exiled Tibetans, these ethnic Tibetans from China enjoy relative peace between the rural and urban people, which is a result of the Chinese government doing their best to maintain harmony for the benefit of the country. In light of these events, the leaders of the Shugden groups have formed an initiative to launch a demonstration against the Dorje Shugden ban which is still being enforced by the Dalai Lama and his corrupt government.
Most importantly, the World Shugden Convention was a strong reminder to all Shugden practitioners that the fight to lift the ban is far from over, and we have to work extra hard to see this long battle to its end. The representatives of Dorje Shugden practitioners from all over the world request the Dalai Lama to stop his suppression of Shugden practitioners, to lift the ban against Dorje Shugden, to respect Shugden practitioners’ Religious Freedom and to publicly apologize for wrongfully accusing Dorje Shugden as being a harmful practice.
The next assembly is scheduled for 2018 with many more representatives in attendance.

It is a sign of concerted effort to have a World Shugden Convention held in Bangkok for year 2016. It is a key milestone when consensus was reached on how to consolidate and act against the on-going suppression and a resolution was tabulated to achieve the removal of the ban on Dorje Shugden’s practice. When info is shared and views are exchanged, more people are aware of the harm faced by Tibetan today has been caused by the 14th Dalai Lama, as his works toward the Middle Way Approach and separatism have led to many undesirable events. I certainly hope that by the next convention in 2018, we will be able to celebrate the lifting of the ban.

Just teach, study and practice wisdom and compassion, HHDL or CTA can’t stop you anyway beacause they can’t stop the basic freedom of lastingness and non-existence itself beacause they are free of lastingness and non-existence.
Nobody can stop you from study and practice of your own inherent dignity that is wisdom and compassion.
Anything that is free of lastingness and non-existence can’t manipulate nor destroy lastingness and non-existence itself. Therefore wisdom and compassion, due to space and conciousness that is rooted in space, can’t be stopped or destroyed anyway.
So nobody can manipulate or destroy your own wisdom and compassion as well healing/transforming activity like dharma study and practice.
So no matter what HHDL or CTA is doing, they can’t stop wisdom and compassion anyway.
So I don’t see a problem at all, because nobody can’t stop someone to study and practice ons own essence and nature of conciounsness hence we are all running around because and with it and allways can practice dharma practice.
We are aware and our pure awareness is our yidam that is the embodiment of all aspects of our own wisdom and compassion/pure awareness.
All blessings come from the essence and nature of space- and conciousnesscontinuum. So all Linages come from space and conciousnesscontinuum and space- and conciousnesscontinuum is still there and allways will be there, no matter what happens and we can stop to ignore it and become free.
Just practice dharma and find out/reveal non-duality and your own wisdom and compassion for yourself. Don’t follow other people anyway, just follow your own wisdom and compassion.
Thats why samaya with space- and own conciousnesscontinuum is important and all Lamas are connectet with and you are connectet with too anyway.
So thats why Vajrasattva protects samaya with Varajsattva (Healing Power of conciousness or own dignity) and space or non-duality/wisdom and compassion itself.
So if you want connection with your Lama and Blessings you just use your own yidam by dharma practice to effect this.
So I don’t see any problems, just practice and give dharma and enjoy it, thats it.
And if CTA or HHDL is fighting against this, well then practice dharma to help them to become free.
Remeber there is only one world order and only one law, that is cause and effect due to space or basic freedom of lastingness and non-existence. No beeing is able to rule the world like space anyway. All beeings are ruled by space and conciousnesscontinuum and this one and only basic law within but not by anything else.
So just practice dharma and have fun with it …

The fight to lift the Dorje Shugden ban is definitely far from ending. As long as the Dalai Lama continues to harness his influence in the political decisions, there will be no peace in Tibetan Buddhism, including the unnecessary sufferings for Tibetans in exile and all Dorje Shugden practitioners worldwide.
For the last 20 years, Dorje Shugden practitioners have been denied all basic rights to education, food, basic necessities…just because they choose to continue with the practice. The anti-Shugden people like to claim that there’s no ban, that the Dalai Lama was merely giving us an advice. As much as I like to believe this, I cannot deny the sufferings and harm Dorje Shugden practitioners have received for as long as the ban remains.
I wish very much the content of this meeting will manifest more substantial results and contribute directly to the lifting of the ban!

It’s good to read that the World Shugden Convention was held, it shows that although spread all over the world Shugden practitioners are united in their view and future actions regarding the practice and ban. Despite the best efforts of the Tibetan Administration to hinder the efforts of Shugden practitioners, this clearly shows that Shugden practitioners are clearly united in their effort to continue and uphold the practice.
It seems that what was discussed was very systematic, detailing what had actually occurred, and the possible reasons for this. Knowing and understanding this, practitioners can move forward to take measures to ensure that the practice is protected from the evil intentions and greed of the Tibetan Administration.

It is certainly encouraging to see this development and I hope to see more and more collective initiatives to peacefully and yet firmly bring the ban down.
Frankly, I would like to see a lot more engagement from other Shugden lamas and monks but this is a great start. Dorje Shugden benefits so many people and it is only right that those who have benefitted from this great Protector become involved in efforts to preserve its lineage.
I read a comment here that asks “why are there so few in attendance” and I thought surely this must be proof that Shugden practitioners are not funded by China as the propaganda goes. I am sure China is rich enough to fill an auditorium if indeed they intended to pay Shugden worshippers to agitate the Tibetan establishment, and yet we see from this assembly that this is not the case.
Personally I am looking forward to reading more news like this one and I hope to see more people monks and laypeople become involved in making a stand against the oppressive Shugden ban. May this be the beginning of a strong and collective movement of Shugden worshippers around the world.

I am happy that a World Shugden Convention is held to resolve the ban on Shugden practise. It has bring a lot of suffering and discrimanation to the people which I certainly cannot accept. Tibet is a democractic country where everyone deserve religious freedom.
Any form of ban due to religious practise is illegal. I hope more action will be brought forward to create awareness to the world on such discrimination. May the ban be lifted very soon.

Shugden practitioners are suffered a lot since the ban in 1996 .This is the time to raise the awareness to everyone in the world. Hope this issue can be resolved quickly so that Shugden practitioners can concentrate and continue their practices.

It is heartening to read that World Shugden Convention was held this year. Its a strong show of unity and faith in the practice of Protector Dorje Shugden and that the political motivated ban on Shugden does not diminishing the faith of the practitioners. May their discussion and agreements be effective and swiftly lift the unreasonable ban.
After more than 50 years of unnecessary sufferings caused by this ban, it is high time that the Dalai Lama and CTA realize it does nothing to help them politically. By lifting the ban and reuniting the Tibetans and practitioners, they would have more clout and voice for their cause.

I’m very glad to know that the World Shugden Convention was held, to talk things through and to make plans on what to do next to lift the ban. The Dorje Shugden ban has been going on for too long now and many innocent people have been hurt one way or another due to the existence of the ban, therefore it’s extremely crucial to work together in unity and peace to lift the ban.
We have to create the causes, we have to do the work and we have to start speaking up now and not wait for others to do it. Dorje Shugden is our protector, our lineage, our dharma work, I would say that it’s so called our ‘duty’ (sorry for lack of a better word) to lift the ban.

What we need is to constantly exposing the malicious act and crimes committed by the CTA against innocent DS practitioner. NAGBA will be one of the best platform gaining higher exposure from Leaders around the world. By exposing CTA, hopefully pressure will be given by various Countries/Organisations leaders, and to call for a peaceful dialogue between CTA, HHDL and DS practitioners. We seek a solution asap for the greater benefits of all.

It is good to see the coming together of The World Shugden Convention. Hopefully with time, the movement can move forward with greater momentum as one unit. Sharing of information is sharing of knowledge. With a united front, the world would have to pay attention and acknowledge this discrimination and displacement of an already displaced people.

@Ernie Wise – I was told it was due to some attendees having issues with travelling. Meeting attendees coming from Tibet were unable to get passports / travel documents from the Chinese authorities due to the general clampdown on travel before and after March 10. No matter as the people who were in the meeting represent and have the authority to speak on behalf of their various regions’ Dorje Shugden practitioners. In the case of Geshe Tenzin Peljor for example, he has hundreds (if not thousands) of people who follow his example and lead.
The Tibetan leadership can say what they want but 54 different associations representing Shugden practitioners indicates the practice is a popular one in Tibet. Why set up so many associations if there aren’t that many practitioners to represent?
Anyway, it’s good to read about the news from inside Tibet regarding the state of religious freedom there. It’s embarrassing that the Chinese leadership are more liberal and fair than the so-called democratic Tibetan leadership. What an embarrassment for Dharamsala. It’s great that the Shugden society make the initiative to continue working towards lifting the ban of Dorje Shugden. While remembering about what has happened in the past to Dorje Shugden practitioners is important, what’s more important is from this point forward, the steps taken to lift the ban on Dorje Shugden. I’m looking forward to hear more about their future plans and initiatives.

I read Sascha’s comment, and it is true that we can study and practice wisdom and compassion even if HHDL or CTA’s intervention. However, there are many people who are suffering because of this ban imposed by HHDL and CTA. Families are broken, people are denied medical treatments and denied entries into restaurants, monks won’t do ritual to a deceased if he/she is Shugden practitioner, etc etc. Seeing the sufferings, I feel it is our duty to relieve others’ suffering. Is this not the main purpose of our practice, that to relief others’ suffering? If we see many dogs are being killed in the “Yulin Dog Meat Festival”, should we just hide in the cave and do our practice? Or we should at least do something about it?
Also, Dorje Shugden is a practice which has been practiced for 400 years by many high lamas. If everyone just keep quiet about the situation, and don’t make a stand, then eventually the practice of Dorje Shugden will be wiped out. Do we really want to see an effective practice which has been relied upon by many high lamas to be wiped out? I totally do not agree with this.
Therefore, I fully support to lift the ban against Shugden practitioners. We need to do whatever we can, such as peaceful protests, write to human rights groups, social media & bring attention to the world about this ban etc.

This is a good start and I am glad to see leaders of the Tibetan community coming together to discuss ways to fight a very damaging ban.
In the past the ISC did a great job in creating awareness of the conflict and the religious oppression of Shugden worshippers. Then, Shugden haters said that westerners have no stake in what is essentially a ‘Tibetan issue’. I think with conventions such as this one, more Tibetans will become interested and involved.
The Shugden issue is not only a religious issue but a collective Tibetan issue. While the fault lines wear a religious label, the damage is incurred by the entire Tibetan community. This is even before we talk about the human rights aspect that ought to draw the attention of global human rights watchdogs and defenders.
What all Shugden lamas and worshippers must realise is that that efforts such as this need the support of all Shugden monks and therefore the time will come when all should stand and be counted in the fight against what is an attempt to destroy Je Tsongkhapa’s pure lineage.

Thank you for the information. I rejoice in the fact that World Shugden convention was help in Bangkok recently. It has become a consolidated venue where Shugden practitioners from all over the world exchanged views and experience.
The choice of venue was very interesting. the World Shugden convention was held in South East Asia where the Dalai Lama’s influence is relatively weak.
I hope the meeting resulted in action plans that will be carried out effectively.

I’m shocked to hear that the exile community’s situation became more dire to the point that monks refused to carry out funeral rites for the deceased Shugden practitioners. Because of politics, the monks are now so ‘polluted’ with politics that the affair of benefiting sentient beings (a deceased going into Bardo and taking rebirth) came second place after Central Tibetan Administration’s (CTA’s) advice. CTA has caused the monks to not follow the teachings of Lord Buddha, but the ‘teachings’ of the CTA to separate, discriminate and hatred for those who are ‘against the cause of Tibet’. This is nonsense. In the Tibetan community, there is already a split between the people who wants independence (rangzen) and those who support autonomy as proposed by His Holiness the Dalai Lama (Middle Way/ path, Umaylam).
By the way, the government in exile is not seeking independence but autonomy, so if Shugden Lamas make good relations with China, as some of these Lamas are based in Tibet (China), wouldn’t that help the cause of Tibet – easier for the government in exile to have dialogue with the Chinese?
I am happy to hear that there is a meeting by the Shugden groups to consolidate and act against the on-going suppression and a resolution to achieve the removal of the ban on Dorje Shugden’s practice. Many HIgh Lamas practised and promoted Dorje Shugden practice in their region, so Shugden is not only practised in the monastery, but widely practised by Lamas who have many followers in different regions of Tibet. It is unfair and inhumane that people are prosecuted for their religious belief that does no harm to anyone.

Some are say there is no ban but this one is not the truth . If there is no ban then why our ppl need to have the meeting? Now in the time when Dharamsala is try to break us , it is more important for us to unite and harmony . Some of those in attendance are scholar, geshe, practitioners of Buddhism, especially those who have renounced the world, why waste one time to lift a ban that is non existent. They could have spent much more time in retreats and meditations and gain attainments. No sane person who has renounced the worlds and its activities for something that does not exist, and is not real.
The number of participants will grow in time, for sure, Je tsongkhapa’s teachings and the spread of it is stunted due to the Dorje Shudgen ban, Dorje Shugden has never been only helping us to solve normal problems, it is a a method leading us towards enlightenment.

Another thing, is that the Dorje Shudgen ban that denies basic rights and access to products and services is a form of human rights violation so why is it that this issue is still not recognized as a human rights issue.
Was reading that the US Human Rights Campaigns organisation, recognizes that LGBT is a human rights issue in the US, in the US there is hardly killing of LGBT people, constant violence against LGBT issue, quite similar to the Dorje Shugden issue. Dorje Shudgen people denied of job opportunity due to who they are, cannot procure products and services, they are discriminated and etc etc.
So why haven’t such organisations like the three below have not recognised Dorje Shugden issue as a human rights issue.

What will the all the people around the world and in Tibet do now? Dalai Lama says he is happy that Tibet is a part of China and should remain a part of China. So many Tibetans self-immolated for Tibet to be independent and now Dalai Lama did a 360 degree turn and says he wants to go back to Tibet and China and Tibet should be a part of China. So unbelievable. So many are angry and disappointed.

Dear Dalai Lama,
Since you started the cruel ban against the 350 year Dorje Shugden practice, how has it benefit your Tibetan society and Buddhism in the world? Things have become worse and most educated Tibetans can see this. They don’t speak out not because they don’t see your ban as wrong, but you instill fear in them and not respect. It is like fear of a dictator. I am sorry to say so. Everyone is divided. There is no harmony. Before your ban there was more harmony and unity.
By enacting the ban, you split the monasteries, split so many families, split regions in Tibet apart, split your disciples from you, split your own gurus from you, split Tibetan Buddhism apart. You have created so much disharmony.
It is not democratic what you have done to ban a religion within your community. You always talk of tolerance and acceptance and democracy and yet you do not accept and tolerate something different from your beliefs. When people practice Dorje Shugden you ostracize them, ban them from seeing you, ban them from using Tibetan facilities. You know you have done that. There are videos that capture your speech and prove this point. You even had people expelled from monasteries just because they practice Dorje Shugden. Some of the monks you expelled have been in the monastery for over 40 years. Many older monks shed tears because of this.
Many young educated Tibetans lost confidence in you as they saw the damage the Dorje Shugden ban created and they lose hope. Many have become free thinkers. They reject what you have done. So many people in the west left Buddhism because of the confusion you created with this ban against Dorje Shugden which is immoral.
You could of had millions of people who practice Dorje Shugden to support, love and follow you, but you scared them away. They are hurt and very disappointed. They loved you and respected you deeply before the ban. It has been 60 years and you have failed to get Tibet back. Your biggest failure is not getting Tibet back after 57 years in exile. Now you are begging China to allow you to return to Tibet to the disappointment of thousands of people who fought for a free Tibet believing in you. So many self-immolated for a free Tibet and now you want Tibet to be a part of China with no referendum from Tibetans. Just like a dictator, you decide on your own. It was your government and you that lost Tibet in the first place. Your policies and style of doing things do not benefit Tibet and Buddhism. You have been the sole ruler of Tibet your whole life and you still have not gotten our country of Tibet back for us. Our families and us are separated. Yet you create more pain by creating a ban to further divide people. Please have compassion.
No other Buddhist leader has banned or condemned any religion except for you. It looks very bad. You are a Nobel laureate and this is not fitting of a laureate. You should unite people and not separate them by religious differences.
You said Ms. Aung San Suu Kyi did not do right to the Rohingya people in Myanmar due to religious differences, but you are doing the same thing to the Shugden Buddhists within your own society. There is a parallel in this. You separate the Shugden Buddhists from the others in Tibetan society.
You have lost so many people who would have loved and supported you. You have lost so much support around the world. The Shugden Buddhists who love you number in the millions. When you are fast losing support from governments and private people, it will not do you well to lose more.
After you are passed away in the future, the rift you created between the Dorje Shugden and non-Dorje Shugden people will remain for a while and that will be your legacy. Disharmony. You will be remembered for this. Not as a hero but a disharmony creator.
Dorje Shugden will spread and further grow, but you will be no more as you are a human. No one wishes you bad and in fact we hope you have a long and healthy life, but we have lost so much hope and have so much despair because of you. All the hundreds of Dorje Shugden lamas, tulkus and geshes are maturing and there are hundreds of Dorje Shugden monasteries in Tibet who will not give up Dorje Shugden. You have made a mistake. These hundreds of teachers and teachers to be will spread Dorje Shugden further in the future.
The gurus that gave us Dorje Shugden as a spiritual practice and you have called these holy gurus wrong and they are mistaken in giving us Dorje Shugden. How can you insult our gurus whom we respect so much? If they can be wrong, then you can be wrong. Then all gurus can be wrong. So no one needs to listen to any guru? You have created this trend. It is not healthy. Your own gurus practiced Dorje Shugden their whole lives. Your own gurus were exemplary and highly learned.
Dalai Lama you have created so much pain with this ban against so many people due to religion. You are ageing fast. Are you going to do anything about it or stay stubborn, hard and un-moving. You show a smile and preach peace and harmony wherever you go. But will you do the same to your own people? Please rectify the wrong you have done. Please before it is too late. You can create harmony again or you can pass away in the future with this legacy of peace. May you live long and think carefully and admit what was a mistake in having this unethical ban against Dorje Shugden religion.

Why doesn’t the United States and its allies end Refugee Status for the useless Tibetans? They have been refugees for 60 years now and don’t tell me they still cannot get their lives back in order?

While the government of Nepal has framed a policy to tighten the noose around non-governmental organisations, they have welcomed 30 Chinese NGOs to enter the country. These NGOs will penetrate the country’s social sector at the grassroots level. This is the first time such a large number of Chinese NGOs have entered Nepal at one time. Nepal is increasingly open to Chinese influence, a sign that ties between both countries are strengthening, while India’s influence is being reduced. The time has passed for India’s monopoly to remain uninterrupted in Nepal as opportunities to engage with China are being welcomed.

The cracks in Tibetan society are starting to show, and it is now coming to the attention of local Indians who have all but identified the Tibetan leadership as the source of the divisions. According to this author, disunity amongst the Tibetans is now creating problems for Indian law enforcement agencies, and this disunity may culminate in young Tibetans holding silent grudges against their host country. It is incredible that after six decades of generosity from India, Indians are now facing the very real possibility Tibetans can be ungrateful towards India. The Tibetan leadership totally failed to impart positive values upon their exiled community, like gratitude for those kindest to them and the need to repay these kindnesses with real, tangible results. It’s also very unlikely that the Tibetan leadership will now start to do this, after six decades of failing to do so. Indians need to realise this, and see that there is no benefit for their nation to align themselves with the Tibetan leadership, and there never will be.

Although the Dalai Lama has offered an apology, the Arunachal Pradesh Congress Committee (APCC) still expressed their disappointment over his controversial comment on Nehru, the Arunachal Pradesh Congress Committee (APCC). Dalai Lama called Nehru self-centred.
The Congress said Dalai Lama being a foreigner should shun and refrain from interfering in the internal as well as external affairs of India.
