CTA: A stunted democracy

As they queue to vote, these women proudly brandish their green tax receipt books which identify them as being eligible to vote in the elections. But with so few choices of candidates who are always the same year after year, and are always plucked from the establishment, are they really participating in any kind of real democratic process?

It has been a turbulent few years for the Central Tibetan Administration (CTA; Tibetan leadership), fraught which many exposes about their behavior and lack of concern for their own population. It is a view that is rapidly picking up steam amongst the Tibetan community

These are the facts:

  • There are never any new viable candidates in the elections. It is always the same names who sit in the positions of donjo (His Holiness the Dalai Lama’s representative), chithue (parliamentarian), kalon (cabinet minister) or Sikyong (Prime Minister). What is more shocking is that even though they serve the people, their appointment into many of these positions is never put to a vote nor does it ever require the approval of the populace.
  • What is more sad is that they rotate amongst themselves. When Penpa Tsering, an alleged murderer, was done being Speaker of the Parliament and lost in the Sikyong campaign to Lobsang Sangay, he was assigned to become the donjo of North America (His Holiness the Dalai Lama’s representative of North America)

If these are the two only viable candidates for the leader of the Tibetan people, what does it say for the community’s future?

  • How come there is such a dearth of leaders within the Tibetan community? Is it because the population is not capable of producing or nurturing more leaders? Or is it because the leadership stifles growth and does not want to allow new people to rise as leaders, because it will hamper the lucrative potential to line their own pockets as a result of holding their positions? In the case of the 2016 Sikyong race, there was a new candidate, the popular Lukar Jam Atsock. He was however, quickly dispatched by a mid-election manipulation of the rules
  • Whatever the real reason, it is sad that even when incumbents run in the competition, they have to mud-sling to win. It got so bad that even the Dalai Lama showed his displeasure by ignoring the candidates at the airport when he arrived back from his travels, and the gods chastized them in public
  • You never see people rushing to work in the CTA. With the exception of perhaps Dhardon Sharling, the Tibetan leadership is populated by the establishment who have been in politics for decades. You never hear kids saying they grow up dreaming to work in their government in the same way American kids say “when I grow up, I want to be President of the United States”

  • Is it because the CTA is essentially an old boys’ club with only aristocratic families allowed to join? Kaydor Aukatsang, for example, the former North American representative of the Dalai Lama, comes from a prominent family which has spawned many other politicians in the Tibetan leadership
  • Or perhaps it is because no one actually wants to work in the CTA. While you often see young Tibetans rushing to the West or trying to establish some sort of hip hop career for themselves, you will not see people within the Tibetan community saying they want to work for the Tibetan leadership. Again, while you will see young Tibetans joining international NGOs fighting for the so-called Tibetan cause, you will not see young Tibetans flocking to join the CTA itself. But if they were really passionate about the Tibetan community and their people, would it not be logical for them to want to work at the center of it all i.e. at Gangchen Kyishong in Dharamsala where the Parliament and government is based? Why join an outside group to work for Tibet when the CTA should be the one applying sufficient pressure on foreign governments to support them?
  • Maybe subconsciously Tibetan youth realize there is not much there in Dharamsala for them so why waste their time?

In which case, if even the youth of Tibet do not clamor to work for the CTA, it does not say much for the future of Tibetan democracy. If no one says they want to be a leader, and the establishment does not encourage leadership qualities, what will happen when the Tibetans no longer have His Holiness the Dalai Lama to rely on? When Lobsang Sangay completes his term, what lies in store for the Tibetan people? Will Lobsang Sangay be the leader in perpetuity, or will a new face be allowed to rise? Or will the Tibetans have Penpa Tsering to fall back on?

The fact choices and options for leaders are so limited within the Tibetan community is the antithesis of what it means to be a democracy. But is it any surprise when everyone knows that the CTA has never really been a democracy? What we now know for sure is that it will never be a democracy and whatever they say about being one is a pipe dream they have and will never come to realize. Scariest still is the uncertain future that lies ahead for the community which at the end of the day, is being left to the whims and fancies of a leadership who never has (and never will) care about them.

  2. In the first place, the political entity that the Tibetan Government is governing is on a 99 year lease from the Indian government. Already 60 of the 99 years have passed and nothing has been done to ascertain the status of the ordinary Tibetans under them.As it is, there is growing pressure from the Indians for the Tibetans to go home to Tibet. But these Tibetans cannot go home as the CTA has not made any headway nor resume any negotiations with the Chinese Government to effect the status of Tibet, and begin to pave the way back for the Tibetans in exile.Meanwhile, the Indian government has offered them a de facto citizenship status/Indian passport. But the CTA is using every means to discourage them from applying for this.

    The reason for the CTA not wanting the ordinary Tibetans in exile under them to get an Indian passport or de facto Indian citizenship is that when this happens, they will have no one left to govern , no reason to be the government, and no chance to line their pockets with money from donors who have bought their poor “I am the government in exile who is working hard to help my fellow Tibetans in exile live an easy life and also to help get back Tibet for them” story.

    Seeing all this to be the real story and seeing that the Tibetans in exile are not even being governed under any real democratic system, it is logical to conclude that democracy for them was dead even before it had begun.

  3. Democracy? ROTFLMAO

    If you study the CTA carefully, you will see that all the bad habits of the old civil administration (Kashag) in Tibet prior to 1959 has been carried over to Dharamsala.

    In fact, it was the wise 7th Dalai Lama who sensibly abolished the post of Desi, realizing that too much power had been placed in one person making it rather authoritarian and dictator-like. But now we have a “President” in place.

    The function of the Kashag is to express opinions about matters or problems concerning the civil administration of the country and to present these opinions to the office of the first minister, in the present case, the “President”.

    The “President” then presents these opinions to His Holiness Dalai Lama. This includes appointing executive officials, official representatives, etc.

    But since His Holiness has relinquished his secular role, the “President” is all powerful to do as he pleases (note Dhardon Sharling and other cronies. You scratch my back, I scratch yours).

    So the CTA being democratic just makes me laugh to tears, sad. Enjoy Lobsang Sangay Dhardon Sharling. Please continue to warm your seats together and waste the hard earned money of the Tibetans in exile.

  5. There is NO REAL FREEDOM of SPEECH for us Tibetans living under the ruling of the CTA and Dalai Lama. The Tibetan communities in India all sufer this fate and we live in lies and deception of a FAKE DEMOCRACY.

    Just watch how Tibetans insult and backstab each other and would even dare insult people they do not know, calling them Chinese dogs/Chinese spies is the only thing they can say and the label they give you the moment you dare to speak up. This is done to shut you up and to indicate to other Tibetans to attack you because they make you sound like you are a traitor and this is how they get all to turn against you. This is how the Tibetan CTA deals with people they feel threatened. All because of power and position.

    However, there are a few brave Tibetans who basically had enough of their deception and begin to speak up, to tell the truth. A good example is Tenpa Yarphel who bravely stood up and talked about Nechung and the inconsistency and FAILED prophesies… also the ridiculous heavy reliance on him for everything. Where on earth do you ever see any government relying on “mystical Gods” to help them make state decisions?   6. A manipulated democracy? Is this what CTA and Dharamsala stand for after decades of taking money from the generous democratic champion like U.S.A., etc? Looks like the generous western supporters for democracy have been taken for a wonderful 60 years long joy ride!

    CTA and Dharamsala look more to the general public as a family run business. With a God-King sitting on the top of the hierarchy, dictating everything and anything, while the little Napoleons at the lower hierarchy each call their shots and do what best fit their pockets.

    Not only that, there is still NO sign of even creating a good relationship for a chance to go back! So we are all stuck and still nowhere near going back to Tibet. So why on earth are we still listening to this spirit Nechung who always makes mistakes and give wrong prophesies. Nechung even killed the 13th Dalai Lama by giving him the wrong medicine. So WHY are we still listening to him for? Why are we Buddhist following what a spirit says? If we can follow Nechung spirit so why condemn Dogyal? This is weird and wrong!

  10. Interesting for all to think about. My opinion is decadence in the elite ruling CTA, consisting of members who are there to line their pockets with USD, Swiss Franc, Euro, Japanese Yen even maybe with the Chinese Yuan.

    No one with any sense of progress will work with CTA. No one with any sense of achievement will work with CTA. 60 years of stagnation can only be accepted by self serving individuals. CTA will never be of service to Tibetans in exile.

  12. It’s kind of sad to read on this article. When only few people from the elite families race for the posts in CTA, when only these dozen of people the Tibetans can chose from as their leaders, when most of them even not all the same qualities – their focus is not for the welfare of people. How sad.

    In the other hand, those who are passionate to work for a better future of Tibet and Tibetans like Lukar Jam and many youngsters and being pushed away, attacked or demonise; ultimately more and more migrate to America and other Western countries, to fight for a better Tibet or forget about Tibet cause and forced to leave the dream behind…

    However, CTA and those who still eye on the position in CTA might think they have less “competitors”, their strategies applied all these years are successful. How silly. What for govern a “country” with no citizens? Country without citizen is not a country.

  13. Tibetans use India! They don’t respect India and are very racist. Indians are tired of this now and want them out.

    Now big protests in the hundreds are happening in Arunachal Pradesh state of India demanding Tibetans go back to Tibet! The people there are tired of the Tibetans and do not welcome them anymore. After 60 years, why are the Tibetans still refugees? If they can go western country, they will go because India is NOT GOOD ENOUGH FOR THEM BECAUSE THEY ARE USERS. They put India down. They only stay in India if they cannot go to another country. They never get Indian citizenship because they want foreign citizenship. Shame. In India, they never pay taxes. They never join army to defend India. They never build hospitals, half way houses, orphanages or get money from foreign aid to help India. They never build anything for Indians and we have so many poor Indians in India. Look at the foreigner Mother Teresa how much she did for India and she did so much for Indians in Calcutta but Tibetans do nothing. Not a charitable race. Their Dalai Lama never set up orphanages, schools, soup kitchens for the poor or set up scholarship for Indians. He lived in India for 60 years and give nothing back but take and use Indian land. The Tibetans lived in India for 60 years but they contribute nothing to India. Only complain and Indians are now going to speak up. The SUMAA students said the protests against Tibetans are only beginning and there will be more.

    After 60 years how can they still be refugees. They are not genuine refugees. They call themselves refugees and not get Indian passport so their Tibetan ‘government’ in Dharamsala can continue to market them to western countries and Japan to give them money. To get free money. Tibetan leaders love free money. Tibetans have big houses, nice cars and can travel to other countries. The Dalai Lama temples in Dharamsala have gold idols and gold paintings and live in very high luxury. Tibetan leaders already get money in the US billions in aid and yet they never improve. The Tibetans always say they have no opportunities in India. Why they say that? Because they are saying they are too good for India.

    They say they want autonomy with China but they fly the Tibetan flag on Indian soil. If they want autonomy, they should fly the Chinese flag and show China government they are serious to sit and talk. They are always lying.

    Tibetans protest against China on Indian soil making problems between India and China. India is not responsible for Tibetans. Tibetans should not make China India’s enemy. Don’t be selfish. China is not India’s problem. Tibetans should solve the problems themselves.

    Tibetan leaders only want money, money and more free things. They always make segregation among their people due to regional differences and religion. Look how they supress the Dorje Shugden religion and their own Dorje Shugden Tibetans cannot join in their schools or Dalai Lama’s talks and ceremonies. They treat the Dorje Shugden people like the low castes in India. Their Tibetan people cannot stand up on their own become something because their leaders want everything for free. When they go to western countries, they lose their culture, religion and language and pay a heavy price. Their children become more like the adopted country’s culture and people. Their ‘government’ in Dharamsala block them from getting Indian citizenship so they can continue using their fake refugee status to get money from the west. When India is so generous to give them citizenship, their own Tibetan minister in Dharamsala block this.

    Now Indians had enough and want Tibetans to get out and go home!

  17. Lobsang Sangay and Sharling Dhardon was seen in Delhi together at a five star restaurant having a cozy dinner. These two are very close. Lobsang Sangay and Sharling Dhardon are very wealthy while their fellow Tibetans are selling sweaters on the dusty Indian streets.

  21. His Holiness the Dalai Lama is a a dedicated advocate for the principles of democracy. In September this year, Tibetans in India celebrates 57 years since the establishment of the democratic path in the running of the Tibetan people’s political system. Sadly it is all lip service.

    Look at the recent incident of MP Tenpa Yarphel speaking up. Tenpa Yarphel has the right to speak and express his opinion, especially because he is a representative of the people, a Member of Parliament.     It’s funny that he was accused of being sectarian, but the truth of the matter is, because of Nechung, Dorje Shugden practitioners were segregated, discriminated and ostracized from the Tibetan community in general all around the world. I guess this MP is sick of seeing the separation and had to speak up for the unity of the Tibetan people in exile. What do you think?

    He didn’t help when british in tibet in 1904. he gave wrong medicine to 13th dalai lama which caused His holiness’s death. he said in the past Tibetans going back to Tibet. In 2009, this Geshe Dorje read out what Nechung oracle said. How many years passed, negotiation talk never resume after Lobsang Sangay become Sikyong. Why we still believe Nechung?

  24. What is the CTA for a club? Going around pretending to be a democracy and only because of HH Dalai Lama they can make some foreign people believe it but it seems that karma is coming back.

    The CTA is suppressing their own people and having a good life with the money originally meant for the Tibetan people. On top, their elections are a farce!

  25. It is so true the information on this article. People are not lining up and standing in line to be part of CTA and to represent the Tibetans in exile.

    So much time and resources wasted by the CTA, so much wasted opportunity that could have been turned into something beneficial. There is a telling reason why CTA will never make anymore headway or bring settlement for the Tibetan, because they have created so much more problems for their own people rather than unifying Tibetans under one banner.

    What enlightened government does that? Create more problems and difficulties for their own people.

    Perhaps it is a dream that a kid can’t even or dare to think of it. Forbidden! And maybe the young Tibetan knew that the position in CTA is a monopoly. They can’t even get close to work in CTA. Thus, no choice to work with other NGOs.

    The CTA will not think long term policy for their people. From many of their actions you can see they are treating their own people as milk cow to milk for donation. All the CTA need to do is to maintain the poor me Tibetan looks to show the world and get more fund.

    It is very sad for Tibetan in exiled. 😔

  32. The result from CTA corruption is the suffering of the Tibetan. CTA is just milking the money from the sponsor using the sympathy card for freedom and the sacrifice from the immolation. Lobsang Sangay only interested to travel and look for funding into his own pocket. This is the fact because you can see how backward Tibetan is from their welfare to their people mentality. Not to blame the people but it’s the tactic or strategy that CTA use to make their people unable to stand for themselves, unable to think big for their right and to live in fear for CTA due to their violent threat.

  43. Too much corruptions inside lead to insecurities trust into CTA. Tibetan in exile been labeled as stateless, hence it is illogical they will gain welfare support from other countries. Therefore, who will ever wanted to participate in? If I were Tibetan, I would rather seek my fortune and future at other countries where I could live my life free with dignity.

  45. Its amazing how the Tibetans in exile are so hoodwinked by CTA and their antics for such a long time. I could understand the Western Leaders who sponsored CTA for the past 60 years due to their own agenda of using CTA as the thorn or negotiation pawn but why had their own people been fools to CTA’s self serving policies? Oh yes, CTA had initiated the ban on authentic Protector practice of Dorje Shugden to divert their attention and refocus on persecution of the practitioners out of anger for CTA’s failures. Dorje Shugden had became the convenient scapegoat and now karma of so much negativities generated by the ban is coming back full blown to put CTA and their people into tailspin. No longer the darlings, support is decreasing rapidly with sponsorships in jeopardy. After 60 years of free-loading on sponsorship monies, CTA starts to feel and foresee the effect of diminishing returns.

    My advise to the people (Tibetans in exile) still stuck in refugee status to stand up for your rights and as mentioned what is a government without their people. Take charge of your future as CTA is definitely a failure. Why trust someone who keeps promising but never ever delivered? And creating division even by supporting against the Dalai Lama’s advise for autonomy. CTA is getting audacious to more openly defying the Dalai Lama. What will become of the common people who are still stuck in feudal thoughts of waiting for CTA to bring them relief?

  46. What kind of democracy of CTA talking about. The whole cabinet is control by same group of curruption people. I think tibetan refugee has see their future clearly with hopeless of CTA to bring them to independent. CTA never give change to their people free speaking right either, even protential candidate like Lukar Jam Ashok has trested badly last year before and after election. That is no space for the young candidate and all the old candidate hide behind parlimen to control everything. How sad.

  48. How long do we have to wait until the CTA becomes democratic? I think it will never happen and the Tibetans have to suffer on and on because the CTA does not stop its powergames!

    The trust western governments and people gave to the CTA has been stepped on and what was given to the Tibetans via CTA was misused as the situation of the Tibetans has not improved … only the situation of members of the CTA has improved.

To get fundings for their own pockets instead of developing their own people and creating new opportunities. This is very sad and I am sure the world is watching here and finding out all the dirty lies and corruption of CTA. Disgusting. I think your time is up CTA, you better stop all your nonsense or go back to Tibet, China.

    If you stay in India then abide by Indian law and stop causing problems. And Why on earth does raise your Tibetan flag when you say you want autonomy? If you wish for that then shouldn’t you raise the flag of China? I think your days of manipulation and lies are over CTA.

Contemplate This

.…Instead of turning away people who practise Dorje Shugden, we should be kind to them. Give them logic and wisdom without fear, then in time they give up the ‘wrong’ practice. Actually Shugden practitioners are not doing anything wrong. But hypothetically, if they are, wouldn’t it be more Buddhistic to be accepting? So those who have views against Dorje Shugden should contemplate this. Those practicing Dorje Shugden should forbear with extreme patience, fortitude and keep your commitments. The time will come as predicted that Dorje Shugden’s practice and it’s terrific quick benefits will be embraced by the world and it will be a practice of many beings.
